1.Background
The Government of Saint Lucia recognizes the importance of a coordinated spatial data management framework to support sustainable development, disaster resilience, environmental management, and informed decision-making. The establishment of National Spatial Data Infrastructure (NSDI) provides a platform for integrating, sharing, and utilizing geospatial data across various sectors. Readily accessible information encourages effective and well-informed decision-making and highlights scientific approaches to conceptualise government initiatives from agencies, thereby reducing vulnerability to natural hazards and environmental shocks. Strategic guidelines for mitigation, along with the inclusion of crime mapping, can save lives, combat fraud, reduce bureaucracy, and improve emergency response efforts. Furthermore, the efficient management of geoinformation can support socio-economic growth, including, but not limited to, economic sectors such as tourism (Kadaster & Ku Leuven, 2022). The necessity to share spatial data has driven the transition from standalone Geographic Information Systems (GIS) to a National Spatial Data Infrastructure (NSDI). The NSDI will develop comprehensive framework for the collection, management, and sharing of geospatial data in Saint Lucia, create standards and protocols for data interoperability and dissemination, establish a centralized accessible geospatial data repository, build capacity among stakeholders for effective use and management of spatial data and will promote interoperability and collaboration among government agencies, private sector, academia, and civil society. This project will position Saint Lucia to better respond to development challenges and improve the effective use of spatial information for national growth and resilience.
2.Project Description
The Saint Lucia National Data Infrastructure (NSDI) is guided by nine mid-to long-term objectives embedded within its strategic agenda. These objectives are systematically aligned with the nine integrated geospatial information framework (IGIF) strategic pathways, ensuring a comprehensive and coordinated approach to advancing geospatial capabilities across the country. The nine components encompass governance and institutions, policy and legal framework, financial sustainability, data and metadata management, technological infrastructure, standards and interoperability, strategic partnerships, capacity building and effective communication and engagement. The NSDI will implement a range of targeted actions referenced in the approved NSDI policy and action plan. Key actions include the establishment of a dedicated NSDI unit responsible for governance and coordination, the development and adoption of technical standards to ensure data quality and interoperability, and the creation of a centralized geospatial data portal to facilitate easy access, sharing, and dissemination of geospatial information. These efforts will be supported by capacity-building initiatives aimed at enhancing technical skills and institutional knowledge, as well as efforts to establish sustainable financing mechanisms to support ongoing operations and upgrades.
3.The National Spatial Data Infrastructure Unit
As per Cabinet Conclusion 103 (b) of 2025 dated 10th February 2025, the Government of Saint Lucia (GoSL) has initiated the process of establishing the National Spatial Data Infrastructure Unit in the Department of Finance at the Ministry of Finance (MoF). The NSDI Unit will be responsible for establishing and managing a National Spatial Data Infrastructure for Saint Lucia. The Unit’s mandate will include:
- Establishment and Management of Technological Infrastructure for Geospatial Data
- Building local capacity and strengthening governance of the NSDI in Saint Lucia.
- Managing Geospatial Data, Metadata and Interfaces for the dissemination of data to various
- stakeholders.
- Leading outreach and communication efforts to improve awareness of the value and use cases for geospatial data in Saint Lucia to all, including technical and non-technical stakeholders, decision-makers and the general public.
- Developing data access policies, standardising usage conditions and recommending changes in regulations when necessary
.4.Tasks and responsibilities
The NSDI Systems Administrator II will coordinate and provide technical expertise required for the Information Technology (IT) component of the National Spatial Data Infrastructure (NSDI) and will support the implementation of the Saint Lucia NSDI Policy and Strategy towards the establishment of a robust national Spatial Data Infrastructure. The NSDI Systems Administrator II will undertake the following responsibilities:
- Support the NSDI through the installation, maintenance, and management of hardware, software, and systems that underpin spatial data management and dissemination.
- Responsible for configuring and maintaining physical and virtual servers, databases, applications, hardware, and software used by the NSDI unit.
- Liaise with managers of spatial data and other data platforms to promote adherence to common data standards and protocols and ensure interoperability between datasets and platforms.
- Ensure the reliable operation of the technical infrastructure supporting the NSDI activities.
- Adhere to confidentiality and data protection policies.
More broadly, the NDSI Systems Administrator I shall be responsible for:
- Administer GIS and spatial data management systems (e.g. ArcGIS Server, GeoServer, and PostGIS)
- Automate system processes using scripting tools (e.g., PowerShell, Bash, Python)
- Support cloud-based infrastructure (e.g. AWS, Azure, or Google Cloud) for geospatial services.
- Ensure system security protocols, including data backup, firewall configurations, and access controls.
- Install, configure, and upgrade operating systems on physical and virtual servers, ensuring optimal performance.
- Collaborate with GIS analysts, developers, and data custodians to integrate spatial datasets.
- Support the documentation of system configurations, standard operating procedures (SOPs), and troubleshooting guides.
- Set up and configure hardware components and peripherals in accordance with technical standards.
- Ensure proper configuration of network devices, security settings, and storage systems.
- Assist with the review and formulation of information and communications technology (ICT) strategies, policies, and programmes by conducting research, consulting with stakeholders, and making recommendations to aid decision-making and facilitate efficiency and effectiveness.
- Installs and configures computer systems and network infrastructure at various government facilities in accordance with established procedures, consulting with stakeholders and gathering information to ensure network functionality and optimised operations.
- Monitor system performance and troubleshoot issues related to storage, processing, and data access.
- Advice on network and server administration by conducting research and tests at various locations, undertaking trend analyses and making recommendations, to promote best practice, innovation and foster compliance with established standards.
- Managing the inventory of network systems, stores, and supplies, including computer and software licenses, by conducting inventory checks, reviewing and preparing requisitions, maintaining an inventory log, and ensuring storage, to promote accountability and ensure the availability of resources.
- Test and troubleshoot geospatial equipment, in the office and the field, onsite and offsite and support the training personnel on the use of field geospatial equipment
- Responds to inquiries and/or complaints from internal and external customers in accordance with standard operating procedures and maintains an issues log to facilitate excellent service delivery and maximise customer satisfaction, including deployment to off-site locations to resolve technical issues.
- Prepares status reports on work plans in accordance with standard operating procedures, allowing for review of set targets and objectives, facilitating decision-making, and promoting accountability.
- Performs any other job-related duties as may be assigned.

1. Duration, location, coordination and reporting arrangements
- Duration. The NSDI Systems Administrator II is a full-time position required for one (1) year, renewable annually based on satisfactory performance. It is expected that the NSDI Systems Administrator II role will become a permanent position within the Public Service after the one-year contract has been completed.
- Performance will initially be reviewed after six (6) months, and thereafter, subject to annual reviews.
- This is a full-time position based in Castries, Saint Lucia and will require travel within Saint Lucia for participation in meetings, site visits and other work-related tasks.
- Location. The NSDI Systems Administrator II will work primarily from the Department of Finance, where he/she will be assigned a workstation and will participate in face-to-face or virtual meetings, as is the case. He/she will also be required to visit stakeholder agencies to facilitate interoperability and integration between platforms.
- Coordination. The NSDI Systems Administrator II coordinate with the members of the NSDI Unit Team, as well as with the National GIS Technical and Coordination Committees (NGTC and NGCC).
- Reporting arrangements. NSDI Systems Administrator II will report directly to the NSDI Manager.
2. Qualifications
Requirements
- Bachelor's degree in computer science, Information Communication Technology (ICT) or related field of study,
- Seven (7) years work experience in system administration, within a data-driven environment.
- Certifications (e.g., CompTIA Linux+, Microsoft Certified: Azure Administrator, GIS Professional).
- Intermediate knowledge of DevOps tools (e.g., Docker, Ansible, Jenkins).
- Basic Knowledge of web mapping frameworks or APIs (e.g., Leaflet, OpenLayers, ArcGIS API for JavaScript).
- Knowledge and Experience in Geoportal administration and common spatial data sharing tools and platforms, such as GeoNode, GeoServer, Mapserver and ArcGIS Online.
- Advanced knowledge of server configuration and administration (Windows Server 2022+, Linux: Red Hat/Ubuntu)
- Knowledge of Systems design and analysis, internet protocols, hardware and software specifications for server/client platforms, networking installation and configuration, systems security and diagnostic and repair techniques.
- Demonstrated ability to remain current on practices and developments in information communication modernization/reform. technology and public sector
Desirable attributes
1. knowledge and understanding of Government Policies and Legislation, including: the Saint Lucia National Spatial Data Infrastructure Policy; the Public Finance Management Act, its supporting regulations, and Attendant Regulations.
2. Knowledge and Experience in Geoportal administration and common spatial data sharing tools and platforms, such as GeoNode, GeoServer, Mapserver and ArcGIS Online.
3. Demonstrated interpersonal skills and emotional intelligence.
4. Advanced computer literacy skills.
5. Demonstrated analytical and conceptualization skills.
6. Professional Certification in GIS, such as GISP, would be considered an asset.
7. Demonstrated ability to prepare and submit reports that meet established standards.
