UNITS WITHIN THE ADMINISTRATION DIVISION

2. Legal Unit

The Legal Unit is charged with the responsibility to:

  • provide legal guidance in the assessment, interpretation and application of relevant statutes, case law and regulations;
  • provide legal advice and recommend solutions to administrative matters by assessing and interpreting legal situations;
  • support policy formulation and implementation;
  • foster conformity with legislative requirements; 
  • ensure that legal risks are mitigated.

Strategic Objectives:

•. To provide sound and ethical legal advice to the Department in a timely manner
•2 To effectively liaise with external agencies in the processing of matters which are connected to the Public Service (formulation of policy documents, legislation, disciplinary matters)
• 3 To provide effective training on specific areas with legal implications which tend to frequently arise in the workplace. This is to ensure that senior public officers obtain the proper legal definition of certain terms and become more aware of the correct procedure in certain situations.

 

3. Accounts Unit

THE ROLES AND RESPONSIBILITIES OF THE ACCOUNTS UNIT

  • The Accounts Department is a small unit that consists of six (6) staff members, namely the Accountant, two (2) Assistant Accountant, two (2) Accounts clerks and a Cadet.  The Accounts department provides accounting services and manages the finances of the Ministry

Roles and Responsibilities

  • One of the primary responsibilities is to properly collect all the financial data and prepare monthly statements of expenditure
  • Process all payments inclusive of salaries, allowances, bills, and rentals among others

The Functions of the Accounting Department

  • To manage the Financial resources of the Ministry
  • To support senior management in the decision-making processes by appropriately presenting the financial data
  • Effect the payment of salary and all other emoluments
  • Effect the payments to clients for goods and services
  • To ensure that proper accounting standards are used
  • Prepare annual budgets and estimates for the Ministry
  • Allow for transparency and accountability.

Objective

  • The objective of the division is to have every officer within the unit knowledgeable in every aspect of the division.

Services Provided

  • Provision of guidance and interpretation of the Finance Act and the Procurement and Stores Regulation.
  • Preparation of monthly statement of expenditure.
  • Process all payments inclusive of salaries, allowances, bills, and rental; among others.

 

4. Security Unit

Mandate

The Security Department is overall responsible for the safety and security of staff and members of the public who conduct business at the Greaham Louisy Administrative Building. Some core functions of the Department are: responding to criminal incidents; checking on the well-being of staff; responding to disturbances; providing escorts; taking reports of lost and stolen property; responding to lockouts; investigating suspicious activity; responding to alarms; and investigating trespassers or unwanted guests. 

Primary Functions

  • Create security policy, standards, guidelines and procedures to ensure ongoing maintenance of security.
  • To continuously review security systems and procedures for ensuring the highest levels of security
  • Investigate security breaches
  • Assist with the recruitment of Security Companies and Security Officers for the above-mentioned Agencies
  • Recommend solutions to all deficiencies and prepare a policy document to improve security operations.

 

 

5. Employee Assistance Programme (EAP) Unit

Mandate

To strengthen the productivity of all government employees by helping to restore and maintain their emotional and psychological well-being with development programs and therapeutic interventions which are designed to enhance the professional attitudes of government employees and their ability to deal with personal problems and work challenges.

The Employee Assistance Programme (EAP) provides the following workshops to public officers:
  • Time Management 
  • Stress Management
  •  Anger Management
  •  Team Building
  • Conflict Management
  • Emotional coping
