In the Caribbean, the ocean economy has been estimated to represent more than 17 percent of the region’s GDP, and is seen as an opportunity for economic diversification to boost growth and tackle some key regional challenges including high unemployment, poverty, and climate change. Since 2002, the Caribbean has been putting in place institutions and policies at both regional and national levels to harness the productive potential of its ocean resources. Challenges remain in the region however to, inter alia. quantify the resource, establish appropriate arrangements to promote coordination and policy coherence across sectors and government levels, and mobilize the necessary resources to invest in the sector given the limited fiscal space of these countries. 

The ocean economy in SIDS, though often undervalued and even poorly defined, is the determinant of several social and economic benefits to these economies.  There is strong evidence (in available literature) suggesting that the ocean space of SIDS is being depleted through problems such as inter alia overfishing, unplanned coastal development, pollution and climate change. These represent a significant risk to the economic benefits generated by the region’s ocean economy, and likely future economic growth prospects. In response to these and other challenges, the UN Ocean Conference 2017 was convened to bring focused attention to these issues and to outline ways and means to address them. As such, action is underway to conserve and effectively manage the ocean ecosystem and resources of the Wider Caribbean Region, and of the marine space under national jurisdiction.

The Department of Sustainable Development now invites eligible Candidates to apply for the following consulting service: Development and Implementation of an Ocean Governance Training Programme for Saint Lucia by submitting their Curriculum Vitae (CV) to the address below. CVs must meet the minimum qualifications required as per the Terms of Reference, attached. Training will be designed specifically for the National Ocean Governance Committee members, a multi-sectoral Team charged with guiding the Government of Saint Lucia on matters relevant to ocean governance.. Through a combination of online learning and peer to peer exchanges, the training course will contribute to a better understanding of the challenges and opportunities for developing a blue economy for Saint Lucia, as well as to more informed decision-making over existing ocean assets, and as a result, greater economic resilience for the country.

The contract will not include any considerations for relocation. The selected consultant(s) will coordinate with the Department of Sustainable Development in Saint Lucia to undertake this assignment. All payments under the project will be made by the SIDS Unit of the Division for Sustainable Development Goals, Department of Economic and Social Affairs (UNDESA).

1.0      BACKGROUND 

Oceans and seas are critical assets to Small Island Developing States (SIDS), providing countless benefits in the form of food, employment, foreign exchange, culture and recreation. Through evidence-based policy interventions, these assets can also make significantly enhanced and sustained contributions to their economic growth, welfare and prosperity. 

Saint Lucia has jurisdiction over an extensive maritime area along with the associated living and non-living resources therein. These resources make a significant contribution to the economy and are fundamental to the well-being of its citizens. 

The National Ocean Policy (NOP) establishes a framework for integrated marine planning and management of Saint Lucia’s marine space and the activities that occur within it from 2020 until 2035. All relevant planning, authorisation or enforcement decisions, or development of government policy, will take account of the NOP and the supporting Strategic Action Plan (SAP). The success of the NOP will rely on effective institutional arrangements being put in place, along with the institutional capacity and capability to deliver the policy outcomes. Success is also dependent on a holistic approach to management, including due consideration of other relevant policies and plans. In an effort to assist Saint Lucia to address this and other challenges related to ocean governance, the SIDS Unit of the Division for Sustainable Development Goals, has received as small grant from the UN Development Account (11th Tranche)  to support 3 Caribbean SIDS (Jamaica, Saint Lucia and St. Kitts & Nevis) to strengthen their capacities to develop and implement appropriate enabling legal, institutional and policy frameworks to grow sustainable ocean-based economies and to derive economic benefits from harnessing the productive potential of their ocean spaces. 

The SIDS Unit is at this time seeking the services of a Consultant to support the Development and Implementation of an Ocean Governance Training Programme for Saint Lucia. The training Programme will be designed specifically for the National Ocean Governance Committee (NOGC) members, a multi-sectoral Team charged with guiding the Government of Saint Lucia on matters relevant to ocean governance. The NOGC is also responsible for implementing the NOP and facilitating Saint Lucia’s transition to a blue economy. The following entities make up the NOGC:

  • Sustainable Development and Environment Division/CZMU 
  • Department of Fisheries 
  • Department of Tourism 
  • Saint Lucia Air and Sea Ports Authority 
  • Department of External Affairs 
  • Department of Economic Development 
  • Royal St. Lucia Police Force (marine police) 
  • Attorney General’s Chambers 
  • Customs and Excise Department 
  • Immigration Department

 

2.0      OBJECTIVES OF THE ASSIGNMENT

The Consultant will develop and implement a training programme targeted to the National Ocean Governance Committee (NOGC) and other relevant stakeholders on ocean governance, and its relevant facets.  Through a combination of online learning and peer to peer exchanges, the training course will inter alia:

  • contribute to a better understanding of the challenges and opportunities for developing a blue economy for Saint Lucia as well as to more informed decision-making over existing ocean assets, and as a result, greater economic resilience for the country.
  • Demonstrate how reformed and integrated policy packages are necessary for sustainable development of the country’s ocean space and long-term growth from its ocean economy
  • Serve as a guide to enabling Saint Lucia to transition to a Blue Economy

3.0      WORK ASSIGNMENT

The Consultant will undertake the following tasks:  

Task 1: Inception Phase 

A working inception meeting between the Project Management Team1 and the Consultant will be held to discuss the rationale, approach and proposed methodology for the    consultancy, (ii) determine roles and responsibilities, and iii) finalize the work plan and timetable. An inception

report will be prepared by the Consultant, and submitted no later than one (1) week from commencement of work.

Task 2: Design Training Programme on Ocean Governance for Saint Lucia 

The activities here include (i) design training programme to be conducted, including modules, list of trainees, trainers, schedule, etc; (ii) prepare relevant training materials, including a training manual, with relevant case studies, reference handouts, activities, etc; (ii) present the draft training programme and materials to the DSD to solicit review and feedback; (iii) refine the training programme and materials, incorporating the feedback received.

Task 3: Implement Training Programme in Ocean Governance for Saint Lucia

The Consultant will implement the approved training programme, in order to enhance awareness and capability of ocean governance and related topics, in Saint Lucia in the NOGC . 

The list of proposed trainees will be submitted to the Project Management Team for approval before delivery of the capacity-building initiative. 

Task 4: Submit Draft Training and Consultancy Report  

A Draft Report highlighting the nature of the work undertaken, noting the level of success and constraints in terms of the methodologies used, the nature and quality of stakeholder participation, individuals/groups consulted, lessons learned, any potential constraints which are anticipated in effecting recommendations made. The Training Report must present the details of the training initiative, trainee selection, and course evaluation.

Task 5: Submit Final Training and Consultancy Report  

The Consultant will submit a final Training Report, having incorporated elements of feedback received on the Draft Training Report.

4.0      DELIVERABLES AND REPORTING OBLIGATIONS

The Consultant is required to deliver:

  1. Final work-plan and inception meeting report detailing the scope of the work, outlining the methodology to be used, presenting timelines in the form of a Gantt Chart, and stating milestones of the Consultancy;
  2. Ocean Governance Training Manual
  3. Training Materials, including slides, agendas, handouts, etc;
  4. Approved Training and Consultancy Report  

5.0       ETHICS

The Consultant should demonstrate independence, impartiality, credibility, honesty, integrity and accountability to avoid any bias in their assessment.

6.0       DURATION OF CONTRACT, DELIVERY DATES AND PAYMENT SCHEDULE

The expected duration of this consultancy is approximately six (6) months from the date of execution of contract. 

The consultant will be paid a maximum of US$30,000 to be paid according to the delivery schedule below.

7.0       DUTY STATION OR LOCATION OF ASSIGNMENT 

The Consultant will be home based and is expected to provide own office space and equipment. No overseas travel is expected. The consultant must also be available for discussion/assessment with supervisors on work progress and review via online meetings.

8.0       PERFORMANCE INDICATORS 

All outputs must be delivered in English (British Standard) in Word format and will each take the form of one hard copy and one electronic copy. The performance of the consultant will be measured by the following indicators: 

•        Timeliness of submissions and compliance with the Terms of Reference;

•        Quality of analysis, recommendations/conclusions in the report: The analysis and the recommendations contained in the report should be of high quality, relevant, specific, simple and practical;

•        Readability of material: The report should be written in clear and concise language;

•        Receptive/responsive to feedback: The feedback to be provided by the Department of Sustainable Development and UNDESA shall be analyzed and reflected in all submitted reports.

9.0       QUALIFICATIONS OF THE CONSULTANT

Qualifications and skills 

  • At least a postgraduate university degree in Coastal and Marine Sciences, Natural Sciences, Environmental Management, or any other area(s) relevant to the assignment
  • Demonstrated ability to effectively interact and communicate with diverse stakeholders, including community groups, government officials, regional, intergovernmental organisations, and the multi-lateral donor community in the Caribbean. 
  • Excellent oral and written communication skills  - Fluency in spoken and written English (Capacity to communicate in Kweyol would be an asset);
  • Extensive experience in delivering training modules and facilitating group and plenary discussions, independently and in training teams, preferably training of trainers;   Excellent organizational, written, and verbal communication skills in English. 
  • Ability to work independently and be a team player. 
  • Excellent understanding of project design and implementation, including hands-on familiarity with projects in Saint Lucia. 
  • Knowledge of Saint Lucia’s coastal zone management issues and national programmes would be an asset.
