Assignment Title: Consultancy for the Development of a National Solid Waste Management Policy and Strategy

Saint Lucia has received financing from the World Bank toward the cost of Unleashing the Blue Economy of the Caribbean (UBEC) and intends to apply part of the proceeds to hiring of a consulting firm for Consultancy for the Development of a National Solid Waste Management Policy and Strategy.

 

The consulting services (“the Services”) include, but not be limited to, all the activities required for preparation of an effective National Solid Waste Management Policy and Strategy. As a result, the Consultant shall carry out all necessary technical and other studies, research, analysis, broad-based consultations and related work to achieve the project objectives. The Consultant shall identify and assess policy, legislative and institutional options and best practices for the design and implementation of an effective integrated solid waste management system (and its components) and make recommendations for mitigating existing solid waste management deficiencies in a technically sound, cost-effective, sustainable, socially acceptable, and environmentally compliant manner applicable to Saint Lucia.

 

The engagement is expected to be completed within four (4) months, inclusive of the submission of deliverables to the client.

The Department of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

Firms wishing to signify their interest in undertaking the prescribed services are to submit an Expression of Interest providing information demonstrating that they have the required qualifications and relevant experience to perform the services.  The information submitted should follow the layout indicated below:

 

1.         Background Information including Articles of Incorporation

2.         Information on the Firm’s qualifications, experience and competence relevant to the assignment (description of similar assignments undertaken including dates undertaken and reference information of clients,

 

 

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations: World Bank Procurement Regulations for IPF Borrowers November 2020 (“Guidelines”), setting forth the World Bank’s policy on conflict of interest.  

 

A Consulting Firm will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the World Bank’s   Procurement Regulations: World Bank Procurement Regulations for IPF Borrowers November 2020 (“Consultant Guidelines”).
