Assignment Title: Consultancy Services - Upgrade of the Leachate

 System

 

Reference No. LC-MOFED-541022-CS-CQS-ULS-26

 

Saint Lucia has received financing from the World Bank toward the cost of Unleashing the Blue Economy of the Caribbean (UBEC) and intends to apply part of the proceeds to hiring a consulting firm to conduct a technical assessment and upgrade plan for the Deglos Leachate

 System.

 

The overall objective of this consultancy is to undertake the following tasks:

 

  • Technical Assessment of Existing Infrastructure
  • Environmental Compliance and Risk Evaluation
  • Assessment of the Operational Efficiency and Sustainability of the Existing System
  • Upgrade Planning and Design
  • Prioritization and Implementation Roadmap
  • Decision-Support for Strategic Management

 

The engagement is expected to be completed within five (5) months, inclusive of the submission of deliverables to the client.

The Department of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

Firms wishing to signify their interest in undertaking the prescribed services are to submit an Expression of Interest providing information demonstrating that they have the required qualifications and relevant experience to perform the services.  The information submitted should follow the layout indicated below:

 

1.         Background Information including Articles of Incorporation

2.         Information on the Firm’s qualifications, experience and competence relevant to the assignment (description of similar assignments undertaken including dates undertaken and reference information of clients).

 

 

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations: World Bank Procurement Regulations for IPF Borrowers November 2020 (“Guidelines”), setting forth the World Bank’s policy on conflict of interest.  

 

A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the World Bank’s   Procurement Regulations: World Bank Procurement Regulations for IPF Borrowers November 2020 (“Consultant Guidelines”).
