Assignment Title: Consulting Services - Crop Production Technical Officer

Saint Lucia has received financing from the World Bank toward the cost of Unleashing the Blue Economy of the Caribbean (UBEC) and intends to apply part of the proceeds to hiring of an individual consultant to serve as the Crop Production Technical Officer for the Contingent Emergency Response Component (CERC) under UBEC.
The consulting services (“the Services”) include the following:
- Developing, and updating as necessary, detailed project Work Plans for the Crop Production components of the CERC project.
- Providing scientific and technical inputs on the work plans;
- Coordinating the implementation of work plan activities in collaboration with relevant colleagues at the Extension and Advisory Services Division, (EASD) The Banana Management Unit, (BMU) and The Agricultural Engineering Division, (AED) and national stakeholders, including relevant regional and international organizations and engaging partners and donors to support implementation activities;
- Organizing workshops/meetings/training activities where appropriate to support the implementation of the detailed project Work Plans, in collaboration with relevant subject officers at the Extension and Advisory Services Division, The Banana Management Unit and The Agricultural Engineering Division.
- Preparing meeting documents, reports and publications on the outputs and outcomes of the implementation of the detailed project Work Plan, in collaboration with relevant subject officers at the EASD, BMU and The AED.
- Reviewing and monitoring project deliverables indicated in the Workplan, including the preparation and submission on a timely basis, of fortnightly, monthly and quarterly reports to ensure that accurate records are provided to support the operational, financial and results-based monitoring of the project. Assisting the Project Liaison Officer with problem solving to overcome impediments to project implementation. This would include conducting relevant research and meetings with relevant stakeholders.
- Undertaking stakeholder management and consultation. This would include undertaking site visit, at least fortnightly, to project implementation sites to ensure efficient and effective project implementation, provide technical advice to beneficiaries and report on findings and solutions to any hindrances to the project implementation.
- Liaising with the Communication Specialist assigned for the conceptualization of the communication materials on the key outputs and outcomes of the implementation of the detailed project work plan;
- Ensuring the dissemination of documents, reports, publications and relevant communication materials on the outputs and outcomes of the implementation of the detailed project work plan;
- Providing technical review of project deliverables including all reports and submissions by consultants and contractors.
- Drafting, reviewing of technical specifications and providing technical advice for the preparation of documentation including Terms of Reference (ToRs), Requests for Bids (RFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs) and/or other technical project documents. This would include the provision of support for the evaluation of proposals and other submissions made by the consultants and/or contractors, in a timely and efficient manner.
- Performing other duties as required, including:
- Assisting the technical staff of the Extension and Advisory Services Division, The Banana Management Unit, The Agricultural Engineering Division and primary stakeholders to identify project opportunities and priorities within the CERC.
- Supporting the coordination and information sharing among stakeholders,
- Documenting and sharing lessons learnt
- Building relationships with environmental and development NGOs, Government Departments to develop and share latest ideas on outputs of the detailed work plan.
The Crop Production Technical Officer will be engaged on a full-time basis and is expected to start on January 1, 2024 for a period of twelve (12) months.

The Department of Finance now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Curriculum Vitae with supporting certified copies of certificates, reference letters to support experience and description of similar assignments, etc.)
Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.
Qualification Requirements and Evaluation Performance Criteria
- At least a BSc in General Agriculture or a related field.
- A proven record of success in GAPs in crop production, and working with similar projects.
- Proven track record of project management and project team experience working with government including work plan creation and management.
- Demonstrated experience of a minimum of three (3) years in crop production, irrigation, land preparation, performance management and/or project management;
- Demonstrated experience with management of multidisciplinary programs.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Consultant Guidelines”).
