RENEWABLE ENERGY SECTOR DEVELOPMENT PROJECT

Assignment Title: Consulting Services – Social Development and Safeguards Officer
Saint Lucia has received financing from the World Bank towards the Renewable Energy Sector Development Project (RESDP) and intends to apply part of the proceeds for consulting services for engagement of a Social Development and Safeguards Officer.
The consulting services (“the Services”) includes managing the RESDP grievance redress mechanism (GRM) and ensure that all grievances are resolved in a timely and satisfactory manner and communicated back to the people who had expressed their grievance; ensuring the RAP is updated with results of supplementary census surveys and asset/crop inventory; leading the RAP implementation activities and liaise with relevant government departments; ensuring that the RESDP complies with the World Bank’s Safeguards policies throughout the design and implementation of project activities. The Social Development and Safeguards Officer will be engaged for one year inclusive of a 6-month probation period, renewable on annual basis until the closing date of the project and will work from the Ministry of Infrastructure, Ports, Transport, Physical Development and Urban Renewal. The Ministry of Infrastructure, Ports, Transport, Physical Development and Urban Renewal now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (Curriculum Vitae, description of similar assignments, etc). Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.
Minimum Required Education and Experience for Selection
- At least a Bachelor’s degree in Social Sciences, Sociology, Cultural Anthropology, International Development or related field.;
- 5+ years of experience in implementation of social development projects;
- Experience in social risk management and communications; stakeholder engagement
- Experience with preparing and conducting consultations (experience with both face-to-face and via digital means is a plus)
- Advanced proficiency in both verbal and written English.
- Strong writing skills in English
Preferred Experience
- Knowledge of World Bank Social Safeguard Policies;
- Experience in land rights in relation to land acquisition in Saint Lucia( Saint Lucia Land Acquisition Act and other Existing legislation in Saint Lucia on managing projects that lead to PAPs is a plus;
- Experience in implementing livelihood restoration projects;
- Experience with preparing and conducting consultations (experience with both face-to-face and via digital means preferred)
- Knowledge of creole
- Experience with beneficiary surveys
- Understand how government processes work/function
- Knowledge of related laws and policies of Saint Lucia
- Cultural sensitivities

A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank’s Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing: Goods, Works, Non Consulting and Consulting Services, August 2018.
