SPECIFIC TERMS OF REFERENCE

 

Provision of Technical Assistance to the Government of Saint Lucia for Supervision of Installation of Closed-Circuit Television System in Saint Lucia

 

  1. BACKGROUND

 

The National Street light replacement Project takes the form of a PPP arrangement between the Government of Saint Lucia and KLED Capital Limited. KLED Capital Limited is a registered company under the BVI. The contract foresees the supply and installation of 24,640 HPS Streetlights as well as the installation of a CCTV System to supply and install 970 Cameras inland wide, along with the necessary cabling, storage, connectivity and monitoring items concentratedly in Castries, Gros Islet and Vieux Forte to improve crime surveillance.

 

The Project Objectives include:

•           To replace and install 24,640 Street Lights across Saint Lucia

•           To Reduce Carbon Footprint

•           To Reduce Energy Costs

•           To improve Security

•           To improve Monitoring and Management of Street Lights

 

The major justification for the action is that the repayment would be facilitated through the reallocation of the savings earned from replacement of the High-Pressure Sodium (HPS) to the Light Emitting Diodes (LED) Lights. The test results showed a 70% percentage in energy reduction.

 

KEY Stakeholders

 

The projects Key Stakeholders include the Department of Economic Development with responsibility for Project management and the Department of Infrastructure with responsibility for Technical Supervision. The active stakeholders are as follows:

  1. DESCRIPTION OF THE ASSIGNMENT

 

  • Global objective

 

The objective of this project is to commission a fully functional surveillance system in Saint Lucia in support of the Government’s Citizen Security imperatives for the country of Saint Lucia.

 

  • Specific objective(s)

 

The specific objective of this assignment is to provide technical assistance for supervision of the installation, testing, commissioning, operation, maintenance and training of operators regarding equipment for surveillance system involving CCTV in Saint Lucia in conformity with international standards.

 

  • Requested services

 

Provision of technical assistance services to the Government of Saint Lucia by working with the Department of Economic Development, Department of Infrastructure, the Royal Saint Lucia Police Service, and other relevant stakeholders regarding supervision of the installation, testing, commissioning, operation, maintenance and training of operators related to the implementation of the CCTV Component of the National Street Lights Replacement Programme as follows:

  1. Supervision of the Supply and Installation of the related switches, monitoring and storage equipment

 

  • Required outputs

 

The specific outputs of this consultancy would comprise:

 

  • Assessment of work programmes submitted by the contractor, with a view to determining its suitability for delivery of the supply and installation of a CCTV System to the Government of Saint Lucia.
  • Inception, interim and final reports on the progress, quality control, testing, operation of the CCTV equipment and their overall compliance with agreed contractual terms as required.
  • Assessment reports advising the GoSL regarding provisional and final acceptance certificates following the supply and installation of the CCTV equipment by the contractor.
  • Any other report/briefing memo of relevance to the specific supervision action, especially regarding recommendations on after sales services, asset operation and management beyond the various contractual acceptance stages of the CCTV System.
  • Review and approve the contractor’s work programme and actively and regularly monitor the performance of the contractor’s Programme
  • Co-ordinate and obtain approval of all contract documentation provided by the contractor, subcontractors, and suppliers for compliance with all of the contract requirements.
  • Monitor the ongoing projects insurance requirements.
  • Agree the quality assurance procedures and monitor the implementation thereof by the contractor;
  • Monitor long lead items and off-site items from the contractor;
  • Prepare project reports;
  • Manage, co-ordinate and monitor all necessary testing and commissioning by the contractors;
  • Manage and co-ordinate the field activities on behalf of the Project Management Unit;

 

 

 

  1. EXPERTS PROFILE or EXPERTISE REQUIRED

 

  • Number of requested experts per category and number of person-days per expert or per category

 

One (1) senior expert will be required for this assignment.

 

  • Profile per expert or expertise required:

 

- Category and duration of equivalent experience

 

A senior expert with a minimum of ten (10) years of experience in electrical and IT including surveillance technologies.  

 

- Education

 

Minimum requirements of a university degree, at least at Bachelor's level, preferably in Electrical Engineering, Mechanical Engineering, Information Technology or a related Electrical Equipment Information Technology technical discipline.

 

- Experience

 

Minimum of ten (10) years of experience in the supervision of installation, assessment of installation, evaluation of operation, training and after sales services of CCTV electronic equipment. Experience with a similar scale, complexity and technology to the services requested in the present Terms of Reference would be ideal.
 

Extensive experience and up-to-date knowledge on technical specifications and operation of advanced CCTV equipment, as well as experience with state-of-the-art surveillance technologies.

The expert must be fluent in both spoken and written English.

 

 

 

  1. LOCATION AND DURATION

 

  • Starting period

 

The expected starting date is mid-June 2023.

 

  • Foreseen finishing period or duration

 

Given the intermittent pattern of services requested, activities are expected to extended for eight months from the date of commencement. More specifically, the CCTV equipment installation will take place in a phased manner, commencing with the evaluation of the specifications, installation of fibre optic cabling, ensuring optimal connectivity, in the locations of Castries, Gros Islet and Vieux Forte. The assignment will begin in June 2023 and will extend to February 2024. The deadline is intended to provide for final acceptance certification process.

 

  • Location(s) of assignment

 

The assignment will require eight (8) months in Saint Lucia; and will serve as the key technical interface with the Contractor’s technical team, the assignment will involve the supervision of the installation of fibre optic cable, switches, CCTV Cameras, monitoring and storage equipment.

 

 

 

  1. REPORTING

 

  • Content

 

The Consultant will report to the designated staff at the Department of Economic Development and will work in concert with the Chief Electrical Engineer or designate of the Department of Infrastructure regarding work relevant to the installation and operation of the CCTV equipment. The Consultant shall provide relevant briefings to the Programme Coordinator, Department of Economic as required.

 

Reports to be submitted are as described in Section 2: Required Outputs of the present Terms of Reference. The specific format and content of the various reports shall be approved by the Contracting Authority.

 

 

  • Language

All documents are to be produced in English. 

 

  • Submission/comments timing

 

Reports described in the present ToRs shall be submitted in a timely manner on a date agreed with the Contracting Authority during the course of June 2023 – February 2024. The Contracting Authority shall reserve (ten) 10 working days for approval of any of the relevant reports. The consultant is expected to incorporate any comments received by the Contracting Authority and submit revised versions within five (5) working days from their submission.

6. ADMINISTRATIVE INFORMATION

 

  • Interviews if necessary, indicating for which experts/position

 

The Contracting Authority reserves the right to invite candidates to interview (in the form of a video-conference or by teleconference where appropriate). Candidates for the position must be prepared for interview immediately following submission of bids.

 

  • When in the interest of the project, possible limits to subcontracting

 

No subcontracting of technical assistance will be allowed

 

  • Language of the specific contract

 

The working language will be English. All documents will be written in English. The language of the contract is English.

 

  • Request for a succinct methodology when needed

 

A succinct description of the proposed methodology describing how and where all activities will be conducted and managed by the expert must be submitted. It is important to describe how the local technical staff will be utilized by the expert, how knowledge will be shared and how work will be managed.

 

  • The contract is a fee-based contract (contract under which services are provided on the basis of fixed fee rates for each day worked by the expert).  Payments will be made on the basis of supporting documents presented (timesheets, original invoices, etc). Because of the characteristics of the tender, it is not possible to accurately predict the exact number of working days required for this contract, flexibility is necessary and actual payment (contract amount) will be determined over the period of the tender time schedule.
