The Government of Saint Lucia (GOSL) has received financing from the World Bank toward the cost of the Caribbean Regional Communications Infrastructure Program, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include   1) Educating and generating awareness of the broadband infrastructure among the various stakeholder groups and civil society, on the scope and purpose of the project including identifiable risks, ways to mitigate those risks, and possible ways to enhance economical and social benefits; 2) Providing a mechanism through which the views, concerns and recommendations of the stakeholders including civil society and private may be considered, especially from an economical and social perspective; 3) Providing basic information and benefits of the Broadband Infrastructure in schools, communities, health services, security and other key sectors; 4) Preparing information packages specifically for Cabinet, Parliamentarians; 5) Providing feedback to policy makers of the public’s perceptions, expectations and concerns regarding the introduction of new technologies in schools, communities, government agencies.  The campaign involves a level of effort of fifteen (15) person-months spread over a six month period. It is anticipated that the assignment will commence in July 2019. The Department of the Public Service now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.   Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, (please note that the individual experts’ bio data is not required.) 

 

The selection criteria are:

  1. The firm should be registered.
  1. At least five (5) years of consulting experience in the areas of mass communication, and developing, implementing and disseminating public information, and must demonstrate experience in reaching diverse audiences;
  2. At least one successfully completed similar assignment during the past three (3) years; that is, an assignment involving the development of a communications campaign, promotional materials for print, broadcast and public outreach.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

Associations should clearly indicate the association (joint-venture or sub-consultancy).  For joint venture clearly indicate the member in charge; other member/s and sub-consultancy.  Joint venture shall submit with the Expressions of Interest letters of intent indicating their intent to form a joint venture if awarded the contract and shall provide the above-mentioned information for each member of the joint venture.  Sub-Consultants qualifications and experience are not evaluated as part of the evaluation of Expressions of Interest.

A Consultant will be selected in accordance with the Consultants Qualification Selection method set out in the Consultants Guidelines.
