The Government of Saint Lucia has received financing from the World Bank towards the cost of the Caribbean Regional Air Transport Connectivity Project (CATCOP), and intends to apply part of the proceeds for the following consulting services. CATCOP aims to enhance regional connectivity by improving the safety of air transport and the resilience of airport infrastructure to natural disasters. It has been approved that an estimated amount of US$ 159 million by the World Bank’s Board of Executive Directors in May 2020, including US$ 45 million for Saint Lucia – CATCOP. 

The consulting services (“the Services”) include [Rescoping, Design and Supervision for completion of works at ARFFS ensuring full consistency with the TOR attached to in this REOI.

The objectives of this assignment is to:

  • Assess the current state of partially completed works and develop a scope of work based on this assessment
  • Support the procurement of a new contractor
  • Provide supervision services for the completion of construction works
  • Ensure compliance with all original project requirements and standards

The assignment will be procured on a lump-sum basis with payment against acceptance of deliverables by the Client ad is expected to start in June 2025 with an estimated timeframe of 12 months + DLP.

The Caribbean Regional Air Connectivity Project (CATCOP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Shortlisting criteria are:

  • Significant experience in supervision of civil works following FIDIC Red Book contracts, demonstrated by at least two successfully completed similar assignments valued at least US$ 250,000 each (value of the supervision services component) over the last 10 years;
  • Demonstrated experience in the small island environment and/or developing country context. Experience in the Caribbean Region is an advantage.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract. Experience of the sub-consultant will not be considered. The failure of any JV member to meet the required criteria may result in the disqualification of the entire Joint Venture.
