The Government of Saint Lucia (GOSL) has received financing from the World Bank toward the cost of the Health System Strengthening Project. A sub-component of this project is the establishment of a Performance Based Financing (PBF) approach in the Health Sector that focusses on non-communicable diseases (NCDs); specifically, Diabetes and Hypertension. The GOSL intends to apply part of the proceeds for consulting services as Systems Developer.
The consulting services (“the Services”) include:
- Design, build, and maintain efficient, reusable, and reliable code in Java, Javascript and SQL
- Create models/diagrams/flowcharts that show software codes needed for the PBF Module application
- Develop and test software for PBF module based on the IT specifications and requirements of the PBF Operations Manual and recommendations of the PBF external consultants
- Implement appropriate security measures and standards during PBF Module development and enhancement

The Ministry, Health, Wellness and Elderly Affairs now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (Curriculum Vitae, description of similar assignments, experience in similar conditions, clients’ references etc.).
The shortlisting criteria are:
Minimum Required Education and Experience
- University degree or diploma in Computer Sciences or related technical field; or
- International Professional Certificate in software developing language (Java, Javascript, SQL)
- Minimum of four (4) years of work experience as software developer
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the Procurement Regulations.
