The John Compton Dam (JCD) was constructed in the 1990s along the Roseau River near the village of Millet in central Saint Lucia.  The reservoir water storage capacity has been compromised by sedimentation, with a corresponding effect on the reliability of water supply on the island.

The purpose of the proposed works is to implement a dredging operation to remove sediment from the reservoir (Package 2) and to develop a nearby sediment disposal area (SDA) downstream of the dam (Package 1).  Under Package 1, the work will include construction of the sediment containment dyke and associated water decant system plus other ancillary works. The work is expected to commence in January 2018.

This notice is for the construction of the sediment disposal area only and associated works. WASCO intends to prequalify local contractors for these works.

WASCO’s Project Management Unit (PMU) is responsible for the overall implementation of the project and will coordinate the various activities within the Project.  The PMU intends to prequalify contractors for the construction of the sediment disposal area. It is expected that invitations for bid will be issued in November 2017.

The requirements for pre-qualification are included in Prequalification Documents which are available from WASCO’s PMU. Prequalification Applications must be in English and must be submitted by 1600 hours, local time on 15^th September 2017.The Prequalification Applications are to be submitted to the address below in hardcopy: one original and three hard copies in a sealed envelope.  The sealed envelope containing each submission must include the name and address of the applicant and be clearly marked “Prequalification of Contractors, JCD IFP01 - John Compton Dam Rehabilitation Project, Sediment Disposal Area”.

WASCO reserves the right to accept or reject late applications or to cancel the prequalification process.  WASCO will not be bound to assign any reason for not pre-qualifying any applicant and will not defray costs incurred by applicants in the preparation and submission of the pre-qualification documents.

Applicants will be advised in due course of the results of their application.  Only contractors and joint ventures pre-qualified under this procedure will be invited to bid.
