VACANCY NOTICE
Applications are invited from suitably qualified persons for appointment to the post of:
CIVIAL AVIATION OFFICER III,
MINSTRY OF EXTERNAL AFFAIRS, CIVIL AVIATION, INTERNATIONAL TRADE AND DIASPORA AFFAIRS
RESPONSIBILITIES AND RELATIONSHIPS
- To coordinate and operationalise the development, implementation and monitoring and evaluation of the National Civil Aviation Security Programme (NCASP) and the State Safety Programme (SSP) to support an effective safety oversight system and foster consistency in the application of safety and security standards in civil aviation activities.
- Responds to the Permanent Secretary and liaises with the Saint Lucia Air and Sea Ports Authority (SLASPA), International Civil Aviation Organisation (ICAO), Eastern Caribbean Civil Aviation Authority (ECCAA), Airline Operators, Transportation Security Administration (TSA), other regional and international organisations and key stakeholders on matters relating to work in progress.
DUTIES AND TASKS
- Assists in the preparation of the work programme for the Unit, in line with the Ministry’s strategic objectives, through strategic planning exercises, consultation with stakeholders and reviewing key evidence-based information, to enable the determination of targets, milestones and deadlines.
- Assists in the formulation and implementation of the national strategy for civil aviation safety and security, by undertaking research to inform programme initiatives, conducting situational analyses and fostering stakeholder collaboration in legislative and programme review, in order to advance strategic objectives.
- Participates in the monitoring and evaluation of civil aviation systems, by analysing aviation trends, processes and key performance indicators, consulting with stakeholders and leading quality control and assurance initiatives, to validate performance against performance measures in order to support improvements in civil aviation security.
- Assists in the formulation and implementation of operational criteria for civil aviation safety and security, through the application of International Civil Aviation Organisation (ICAO) regulatory and quality standards, to promote safety, security and regularity in service delivery.
- Assists in the development and maintenance of a State Safety Programme (SSP), by reviewing and adapting the ICAO standards and recommended practices (SARPs) to meet national requirements and undertaking stakeholder sensitisation and engagement activities, to achieve an acceptable level of safety performance in civil aviation.
- Oversees the development and maintenance of the Safety Management System (SMS), through reviewing and updating relevant documentation, stakeholder sensitisation and engagement; and conducting gap analyses, to advise on change management strategies that ensure responsiveness in the identification and mitigation of hazards and risks.
- Conducts quality control activities in accordance with the State Safety and National Civil Aviation Security Programmes relating to risk assessments, audits, inspections, surveys and tests; and preparing reports and Corrective Action Plans (CAPs), to foster compliance with international standards.
- Formulates and implements risk assessment criteria and risk management procedures, by undertaking research and consulting with stakeholders in the establishment of assessment methodologies, risk mitigation strategies and guidelines for the collection of relevant data; and monitoring civil aviation activities, to institute measures for mitigating threats to national civil aviation operations and maintain quality control in the airport environment.
- Monitors the implementation of planned safety measures and procedures at the airports by conducting meetings, site visits and inspections, with emphasis on adverse trends, to assess overall safety levels and ensure maintenance, in accordance with international standards.
- Conducts reviews of Airport Security Programmes, Contingency Plans and Airline Operator Security Programmes by conducting research and consulting with relevant stakeholders to ensure compliance with best practice, and relevant legislation and regulations.
- Provides technical guidance on matters relating to civil aviation safety and security; the application of human factors principle; and other relevant specifications, to permit the incorporation of critical considerations in the various processes, including the planning, design and modification of facilities, to prevent unlawful interference in civil aviation.
- Represents the Unit on committees, conferences and meetings at the local, regional and international levels to assist in articulating government’s policy position and foster networking and alliances.
- Assists in the formulation/enhancement of a communications strategy for the Unit, by participating in the development and implementation of communication protocols, publications and public education programmes to ensure conformity with established standards and procedures in the dissemination of safety and security information.
- Establishes linkages with relevant stakeholders through collaboration and networking at the local, regional and international levels, to enable information sharing, knowledge transfer and the identification of requisite resources to fulfil the mandate of the Unit.
- Collaborates with relevant organisations and agencies on matters relating to safety and security measures and procedures, through consultation and planning, to foster a participatory approach to policy formulation.
- Facilitates continuous learning through training, workshops and meetings by applying effective training methodologies and presentation skills to build capacity in the interpretation and application of policies and practices for industry sustainability.
- Prepares status reports on the work programme of the Unit, in accordance with standard operating procedures, to allow for a review of set targets and objectives, facilitate decision-making and promote accountability.
- Performs any other job-related duties as may be assigned.
CONDITIONS
- Congenial accommodation is provided within a general administrative office with field work conducted.
- Institutional support is provided through the Constitution of Saint Lucia, civil service rules and regulations, standard operating procedures, Estimates of Revenue and Expenditure, the Chicago Convention (Doc 7300) and the Annexes, Manuals, Eastern Caribbean Civil Aviation Agreement Act 2005, Civil Aviation Act and Regulations, Public Finance Management Act, 2020 and other relevant policy documents.

- Functions in a scheduled travelling post with travel allowance in accordance with that stipulated in the terms and conditions of employment.
- Required to own and maintain a motor vehicle for the proper performance of duties and to possess a valid driver’s license.
- May be required to travel regionally and internationally in the conduct of duties.

QUALIFICATIONS AND EXPERIENCE
- Master’s Degree in Aviation Management, Aviation Security, Aeronautics or a related field plus one (1) year experience in a post at Grade 14 or above, or one (1) year relevant professional experience; OR
- Bachelor’s Degree plus Postgraduate Diploma in Aviation Management, Aviation Security, Aeronautics, or a related field and two (2) years’ experience in a post at Grade 14 or above, or two (2) years’ relevant professional experience; OR
- Bachelor’s Degree in Aviation Management, Aviation Security, Aeronautics or a related field plus three (3) years’ experience in a post at Grade 14 or three (3) years’ relevant professional experience.

SALARY
Salary is at the rate of EC $75,011.86 per annum (Grade 17, Step 1)
