JOB DESCRIPTION

 

JOB TITLE                    :         Civil Engineer II

REPORTS TO               ;         Deputy Civil Engineer

SUPERVISES                :         Engineering Assistants, Technicians

CLASSICATION           :         GRADE 14

 

RELATIONSHIPS AND RESPONSIBILITIES:

  1. Works under the direction of and reports to the Deputy Chief Engineer.
     
  2. Required to respond to the Chief Engineer, whenever necessary on matters related   to work in progress.
     

DUTIES AND TASKS:

  1.  Investigates /research all public complaints as directed.
     
  2. Analyse results of investigations carried out by others and make conclusions recommendations accordingly.
     
  3. Conduct research on environmental and civil engineering issues.
     
  4. Investigate and report contractors concerns as required.

    Designs - General
     
  1.  Design civil engineering structures as required.
     
  2. Modify designs done by self or others based on site conditions of new developments.
     
  3. Review designs done by others as may be required by the Deputy Chief Engineer.


 

Project Feasibility and study Design

 

  1. Prepare project proposals as directed.

 

Project Implementation
 

  1.  Represent the interest of the Government on matters related to construction contracts and proper execution thereof.

 

  1. Examine and make recommendations on all claims from the contractor for extension of time, compensation, work or expenses or other similar matters.
     
  2. Prepare and submit reports on project on project works; contractors’ performance, quality of works and the project’s financial status and forecasts.
     
  3. Propose and present any changes in the Contract Documents that may be deemed necessary for the completion of works.
     
  4. Provide timely assistance and direction on all matters related to the interpretation of the Contract Documents, quality control testing and other matters related to contract compliance and progress of a project.
     
  5. Prepare and maintain inspection and engineering reports and records to adequately document the progress and performance of the works.
     
  6. Review laboratory and field-testing of materials and equipment products needed to assure that the quality standards specified in the contract documents are met.
     
  7. Inspect the safety aspects of the construction and temporary works to ensure that adequate measures have been taken to protect life and property.
     
  8. Review and approve contractors’ proposals for traffic management during execution of the proposed works.
     
  9. Perform other tasks which are necessary and essential to successfully supervise and control all construction activities in accordance with the terms of the works contract.
     
  10. Assist in preparing the fiscal budget (New Initiatives) for the Technical Service Department.
     
  11. Keep accurate statistics of all works carried out during the fiscal year.
     
  12. Assist in preparing annual and quarterly road maintenance programmes.
     
  13. Prepare daily time use logs.

 

 CONDITIONS:

  4. Salary in accordance with the terms stipulated by the Government of Saint Lucia in the Estimates of Expenditure.
     
  5. Vacation leave will be provided for in accordance with Public Service rules and regulations.
     
  6. The post is a scheduled travelling post.  The officer is therefore required to maintain a motor vehicle for the proper performance of his/her duties.  Basic travelling and mileage allowances are in accordance with approved rates.

Work performance will be evaluated on the basis of the following:

  1. Timely completion of assignments and meeting task deadlines.
     
  2. Report quality as indicated by their clarity and accuracy;
     
  3. Proven knowledge and understanding of, and the effective application of Civil Engineering Rules and Regulations;
     
  4. Compliance with Departmental Guidelines and Standard Operating Procedures.
     
  5. Effective implementation of duties, responsibilities and assignments as defined in the Job Description.
     
  6. Promptness in completing assignments including Time use logs.

 

 KNOWLEDGE SKILLS AND ABILITIES

  1. Decisiveness and soundness of judgement.
     
  2. Through knowledge of Civil Engineering procedures.
     
  3. A working knowledge of FIDIC and ICE “Terms and Conditions of Contract CESMM.
     
  4. Willingness and skills to do a combination of communications, coordination, documentation and detailed technical work.
     
  5. Demonstrated ability to work analytically at both a detailed and strategic level.
     
  6. Excellent verbal and written communication skills.
     
  7. Hands-on experience in applying resource economics to changes in design conditions.
     
  8. Ability to manage contractors.
     
  9. Research design experience.
     
  10. Strong knowledge of spreadsheets analysis tools
     
  11. Ability to review and troubleshoot complex spreadsheet analyses.
     
  12. Ability to work independently with minimum supervision.
     

QUALIFICATIONS:

A Bachelors’ Degree in Civil Engineering with two (2) experience at Grade 12;
