Assignment Title: Deputy Project Coordinator

Saint Lucia has received financing from the World Bank towards the cost of the Organisation of the Eastern Caribbean States (OECS) Data for Decision Making Project and intends to apply part of the proceeds to hire an individual consultant to serve as Deputy Project Coordinator.
The consulting services (“the Services”) include providing day-to-day management, general administration, and logistical requirements of the Saint Lucia portion of the OECS DDM Project. This includes close coordination with PCU staff in the MoFED who will perform fiduciary functions (FM and procurement) and ensure compliance with the Environment and Social Framework (ESF) during the transition period until these responsibilities have been transferred to the PIU and its capacity is assessed and agreed with the WB to be satisfactory. Reporting to the Project Coordinator, the responsibilities of the Deputy Project Coordinator include but are not limited to the following:
- Project Management & Reporting
- Logistics
- Financial Management
- Procurement and contract management
The Deputy Project Coordinator will be engaged on a full-time basis and is expected to commence the assignment on May 29, 2023 for a period of one year in the first instance; renewable annually subject to satisfactory performance.

The Department of Economic Development now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (Curriculum Vitae with supporting certified copies of qualifications, description of similar assignments, etc).
Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS FOR SELECTION OF AN INDIVIDUAL CONSULTANT ARE:
Mandatory
- Bachelor degree in Project Management, Economics, Statistics or equivalent field;
- Minimum of two (2) years’ experience in project management, with demonstrated working knowledge of procurement and financial management;
- Minimum of two (2) years’ experience in statistical data collection operations (design, preparation, and execution of nationally representative household surveys and/or censuses; statistical data analysis; timely data dissemination);
- Ability to communicate effectively in oral and written English;
- Good knowledge and skills in standard office applications (spreadsheets, word processors etc.);
- Ability to work in a job that requires attention to detail and methodical record-keeping;
- Ability to establish and maintain effective working relationships with employees, other departments, vendors and the public;
- Experience working with development partners or on statistics related projects would be an advantage.
Desired
- Master degree;
- Experience in national statistical systems (National Strategy for the Development of Statistics preparation and implementation, NSS coordination, promoting data sharing);
- Relevant and recognized professional project management qualifications;
- Experience in a donor funded project or organization, in particular implementation of World Bank projects.
The attention of interested Consultants is drawn to paragraph 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers (Procurement Regulations) fourth edition, November 2020, setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations) fourth edition, November 2020
