MILLENNIUM HEIGHTS MEDICAL COMPLEX VACANCY NOTICE

Applications are invited from suitably qualified persons for employment in the post of MECHANICAL ENGINEER at the Millennium Heights Medical Complex.

OBJECTIVE AND RELATIONSHIP

Work under the direction and supervision of the Plant and Facilities Manager to provide general support to the Maintenance Department at the Millennium Heights Medical Complex.

Responsible for the design, installation, commissioning, maintenance, service, troubleshooting and repair of all mechanical systems including HVAC and Boiler System, Medical Gas System, Water and Wastewater System, Decontamination and Sterilization System, Alternative Sources of Supply, lifts and Hospital furniture, equipment, and Infrastructure.

Responsible to carry out research, analysis and provide efficient solutions to all issues and the operation of all plants and equipment.

Required to respond to the Director of Administration whenever necessary, in relation to the work of the Plant and Facilities Department.

 

MAIN DUTIES AND RESPONSIBILITIES

Carry out analysis of all mechanical systems and equipment and provide observations, recommendations and designs for cost-effective modification or replacement to help improve safety and reliability.

Head the Mechanical Unit and supervise, lead, co-ordinate, schedule the work of the Plumbers, HVAC Technicians, Medical Gas Plant Technicians and all workers assigned to the Mechanical Unit.

Research and help develop, test, and evaluate solutions for complex problems.

Produce details of specifications for procurement of equipment and outline designs for projects.

Review the specifications and drawings of all equipment to be procured to ensure that they are reliable and will perform consistently in specified operating environments.

Use research, analytical, conceptual, and planning skills, particularly those in mathematical modelling and computer-aided design.

Performs routine predictive and preventative maintenance.

Check their wear and tear from time to time & maintain the efficiency of the mechanical equipment in the hospital without interrupting the functioning of the hospital.

Review of the Planned Predictive and Preventative Maintenance logbook, store record, checklists etc.

Carrying out quality inspections and testing.

Organizing routine servicing schedule and allocation of work to Team Leaders/ Line Supervisors.

Direct line supervisors to work in an effective manner.

Create, manage, and monitor the monthly rosters of all Mechanical Staff.

Provide direction and supervision to the maintenance team in breakdown and general maintenance, troubleshooting and installation of all mechanical systems and equipment.

Undertake emergency procedures due to elevator malfunction, fire warnings, electrical blackout, and/or natural disasters.

Troubleshoot to identify and solve mechanical and electro-mechanical problems due to unavailability of power to circuits/equipment.

Receive work orders, assess work to be carried out, prepare material list, and submit to the supervisor for approval.

Ensures that all work orders from a Computerised Maintenance System, trouble call requests and reports are issued and returned on time for updating of the system.

Collaborate with the other Engineers in developing building maintenance reporting forms, generating reports, developing risk assessment and method statements.

Ensures staff adhere to safety standards and report accidents promptly.

Assists in securing resources to ensure work is completed on time.

Monitors the progress of all work including sub-contractors and keep the Facilities Manager informed on status and completion of work.

Maintains a daily log of estimated time for routine and breakdown activities.

Regularly completes forms related to routine and preventive maintenance.

Promptly reports in writing all dangerous practices, incidents, and accidents.

Collaborate with and assist all other Engineers, Technical Supervisors, and Technicians with areas of expertise to analyse and resolve issues and problems expeditiously using engineering principles and techniques.

 Respond within agreed time limits to call-outs.

Checking tools and measuring instruments to make sure they are not damaged, faulty, inaccurate, or out of calibration.

Regularly keep the Facilities Manager informed of work progress and daily activities.

Ensure personal, patient, staffs & relative safety while performing any maintenance activity inside the hospital.

Follow policies, SOPs, procedures, and practices to ensure smooth functioning of the hospital.

Follow principles and practices of management and supervision, including techniques of personnel administration.

Use and maintenance of a variety of power and hand tools.

Maintain smooth function of critical department like Operation Theater, ICU, NICU/SCBU, Day     Surgery, Dialysis, CSSD etc.

Take ownership and full responsibility for completion of assigned tasks.

Provide or facilitate access to training and evaluate direct reports.

Service Chillers, AHUs, Pumps, Boilers, Wastewater System, Medical Gas piping network and other mechanical and electromechanical systems.

Ensures the objectives of the Department are met by performing such other duties as may be assigned from time to time by the Director of Administration and Facilities Manager

KNOWLEDGE, SKILLS AND ABILITIES

A working knowledge of the structure of the Public Service rules and machinery of Government's administrative policies and procedures and the ability to apply Civil Service Rules and Regulations.

A high level of technical and scientific knowledge and the ability to apply this knowledge to practical problems.

Working knowledge and understanding of the Local, Regional and International Building Codes; the updated edition of the ASHRAE Standards; and the UK Health Technical Memorandum (HTM) pertaining to HVAC Systems, Water Systems and Decontamination System and Medical Gas Systems.

Experience in Industrial/commercial Mechanical works or site services and installation and termination of HVAC Systems, Water Distribution Systems, Pumps, Motors, Generators and Transformers

Strong analysis and practical problem-solving abilities to improve designs.

Skills and training in IT, in particular computer-aided design

Professional, creative, innovative, solution oriented and attention to detail

Knowledge and ability to use measuring instruments and tools.

Knowledge of safe work practices, including First Aid.

Ability to work safely with ladders and scaffolding and at various heights.

Ability to meet deadlines to work under pressure.

Ability to establish and maintain effective working relationships with associations, suppliers, and the engineering fraternity.

Ability to communicate in writing in a concise and precise matter.

Good oral communication skills and confidence in dealing with a range of people, including directors, technicians, other engineers, contractors and suppliers.

ACADEMIC QUALIFICATIONS AND EXPERIENCE

Master's Degree or bachelor’s degree in Mechanical Engineering, Computer-aided Engineering, Engineering Science, Manufacturing Engineering, Aeronautical Engineering, Automation Engineering, Automotive Engineering or Industrial engineering AND

At least two (2) years relevant work experience in one or more of the following areas is essential: HVAC System, Medical Gas System, Water and Wastewater System, OR work as a Mechanical Engineer, Electro-mechanical Engineer, Mechanical Design Engineer, Manufacturing Engineer, Production Engineer, Aeronautical Engineer, Automation Engineer or Automotive Engineer

SALARY

Salary is commensurate with qualifications and experience.
