Applications are invited from suitably qualified persons for appointment to the post of PLANNING OFFICER III, II, I, in the Ministry of Education, Human Resource Development and Labour.
A. RELATIONSHIPS AND RESPONSIBILITIES
- Collaborates with Statisticians, Research Officer and Project Manager to develop and monitor sector plans and budget and liaises with technical officers of Government Agencies, local Liaison Officers of externally funded projects, and representatives of donor institutions on matters pertinent to education projects and plans.
- Required to respond to the Chief Education Officer and any other duly authorized officer on matters relating to work in progress.
- Assists with the planning, reviewing, expansion and modification of plans, projects and finance in education.
- Performs all project planning and preparation activities and conducts research to guide the formulation of education policy and project proposals.
- Assists with the preparation of the Agency’s annual work plans and programmes including planning and construction of new facilities.
B. DUTIES AND TASKS
- Initiates and conducts up-to-date research that assist in the development of new initiatives/projects so as to propose recommendations to the Ministry on the provisions for education.
- Develops policy position papers for presentation to Upper Management or Policy and Administration to inform sound decision making.
- Assists with the co-ordination of approved projects and programmes to ensure efficiency, accountability and successful implementation.
- Assists with the preparation of the Ministry’s budget through collaboration with respective Units to facilitate timely submission of the Ministry of Education’s budget.
- Co-ordinates responses to national and local consultations on specific policy areas such as education through communication and dialogue with stakeholders.
- Monitors the implementation of the Ministry’s plans/programmes and reports on performance and quality issues, to ensure value for money.
- Provides information, advice and guidance on policy and performance as well as support to schools in the development of improvement plans to ensure the enhancement of the teaching and learning environment.
- Works with members of the public and other stakeholders and presents information at meetings when required for accurate data dissemination and sharing.
- Electronically compiles a directory of all projects undertaken by the Ministry of Education to ensure accountability and ease of referencing.
- Represents the Ministry of Education at meetings, seminars, assemblies and other gatherings.
- Performs any other related duties as may be assigned from time to time.
C. CONDITIONS
- Accommodation is provided in a general Administrative Office.
- The officer is required to maintain a motor vehicle to function in a scheduled travelling post. Basic travelling and mileage allowances will be paid in accordance with approved rates.
- Salary is in accordance with the terms stipulated by the Government in the Estimates/Collective Agreement and is liable to taxation in accordance with the Income Tax Ordinance.
- Institutional support is provided through appropriate Civil Service and Teaching Service Regulations, Statutory Instrument and Departmental Guidelines.
- The officer must avail him/herself to personal development and career advancement opportunities through general and specialized in-service and external training.
- Quarters, free medical attention and medicine will not be provided.

E. SKILLS, KNOWLEDGE AND ABILITIES
- Hands-on experience with word processing, spreadsheet, project and database computer applications.

- Working knowledge of varied planning and budgetary procedures and practices.
- Sound knowledge of project management, monitoring and evaluation.
- Ability to check and/or monitor work quality and process, by insisting on standards and accountability for meeting performance measures.
- Ability to communicate clearly and concisely both verbally and in writing.
- Ability to exercise sound analytical skills, judgement and to adopt appropriate solutions.
- The processes of the Unit are done on the basis of team work. The officer is expected to be an active team member who understands all the processes of the Unit.
- Ability to work effectively and manage multiple projects.
F. QUALIFICATIONS AND EXPERIENCE
Grade 17
- Master’s Degree in Economics, Educational Administration or a related field of study plus one (1) year experience in a post at Grade 14 and above;
OR
- Bachelor’s Degree plus Post Graduate Diploma in Economics, Educational Administration or a related field of study plus two (2) years at Grade 14 and above.
Grade 16
- Master’s Degree in Economics, Educational Administration or a related field of study plus two (2) years experience in a post at Grade 12 and above;
OR
- Bachelor’s Degree plus Post Graduate Diploma in Economics, Educational Administration or a related field of study plus three (3) years at Grade 12 and above.
Grade 15
- Master’s Degree in Economics, Educational Administration or a related field of study plus four (4) years experience in a post at Grade 10 and above;
OR
- Bachelor’s Degree in Economics, Educational Administration or a related field of study plus two (2) years at Grade 13 and above.
Experience functioning in an education related management or planning position would be an asset.
G. SALARY
Salary is at the rate of:
EC$73,541.06 per annum (Grade 17, step I)
EC$69,665.49 per annum (Grade 16, step I)
EC$65,789.93 per annum (Grade 15, step I)
