Background
The Government of Saint Lucia (GOSL) seeks to address the national need for decision makers to have access to information based on science in order to inform decision-making. Additionally, GOSL seeks to enhance its ability to meet its reporting requirements with respect to Multilateral Environmental Agreements (MEAs). The Department of Sustainable Development (DSD), with support from the Global Environment Facility (GEF) and the United Nations Environment Program (UNEP) through the Increase Saint Lucia’s Capacity to Monitor MEAs implementation and Sustainable Development Project, is increasing its efforts to institute efficient measures for monitoring the MEAs through the development of a reporting system for environmental information. The main output of this Global Environment Facility (GEF) project is the design and establishment of a fully operational National Environmental Information System (NEIS). Each MEA has a series of indicators that relate to broader policy goals and objectives, and whose periodic production will be based upon data and information managed through the NEIS. Saint Lucia’s Environmental Information System (EIS), including the reporting system and Common Data Storage Facility (CDSF), will serve as a supporting and foundational tool for reporting on MEAs and allow for the translation of data into useful and actionable information, followed by communication and uptake that inform policy and decision makers. Additionally, the Department of Sustainable Development hosts other web-based platforms with direct relevance to the NEIS.
Reporting and Supervision
The Webmaster/Network Administrator will work full-time and will be hosted within the Department of Sustainable Development. He/She will report to the Chief Sustainable Development and Environment Officer (CSDEO). The Webmaster/Network Administrator will be required to submit monthly reports (progress reports) and system updates to the CSDEO for approval.
Expected Outcomes
The Webmaster/Network Administrator must understand/demonstrate ability to:
- Design websites;
- Ensure the web servers, hardware and software are operating accurately;
- Host, troubleshoot, technically maintain and upstate various websites;
- Ensure periodic back-ups;
- Undertake programming (coding, animation, installing java/javascript coding);
- Drive website traffic; and
- Ensure full accessibility and usability of data, products and services published through website, including compatibility with different browsers.
The Webmaster/Network Administrator’s main duties and responsibilities are as follows:
- Manages Saint Lucia’s National Environmental Information System (NEIS) and related Common Data Storage Facility (CDSF) hardware and software;
- Makes sure that NEIS and CDSF functionalities and content are correct and up-to-date; coordinate and implement all site changes in consultation with Website Developers/NEIS Consultant; implements, maintains and supports all network management tools;
- Liaises with data contributor-agencies and ensures regular collection, upload and update of data to CDSF and NEIS, including follow-up and quality assurance of data entry;
- Develop site guidelines and manages sites layout for look, feel and usability;
- In close coordination with the CSDEO and the Project Manager, serves as Portal Administrator, manages users and groups and enforces general system guidelines;
- Provides/organizes training for data contributors, data curators and focal point users for the NEIS and CDSF;
- Provides/organizes software support for data contributors, data curators and Focal Point Users;
- Serves as a liaison with the website developers, server host, Government Information Technology Services (GITS) and server maintenance consultant, regarding user queries, technical defaults and annual server maintenance checks;
- Maintains working relationship with the UN Environment Office for Latin American and the Caribbean, MEA Focal Points and data contributors, including support in using the software and formatting for data upload;
- Manages overall site guidelines and integration with other systems;
- Assist in maintaining and continually refining content and presentation on the NEIS & CDSF websites;
- Advises management regarding website issues and resolutions;
- Assists with the selection of appropriate technology for purchase by the Department of Sustainable Development;
- As far as possible, provides support to other websites and media platforms managed by the Department of Sustainable Development.
- Performs any other job-related duties assigned from time to time by the Chief Sustainable Development and Environment Officer or designate.
Method of Evaluation
The Webmaster/Network Administrator will be monitored to ensure continuous commitment in meeting the objectives of the assignment and delivering on the duties indicated above. The following will be used for monitoring purposes, including:
- Efficiency and Quality of Reports
- Timely Submission of Reports
- Effectiveness of advice given
- Collaboration with DSD, GITS and Consultants in the execution of duties
- Demonstrated ability to detect and resolve problems in a timely manner and show progress on work targets

Qualifications
Education
- Bachelor’s Degree and/or 4+ years in web management, design and development
Experience
- At least four years experience in in computer technology and website design
- Online portfolio of web design/development/maintenance projects
- Advanced knowledge of Debian based Linux distributions (preferably Ubuntu); familiarity with the following software and frameworks: Python, Django, Docker, SQLite, Redis
- Comfortable using a command line interface for performing operations
- Experience with network configuration and administration
- Knowledge of server environment maintenance and protocol
- Knowledge of the existing governmental agreements and policies relevant to data sharing
- Familiarity with the agreed standards for categorizing and tagging the various datasets
- Demonstration of basic understanding or familiarity with environmental matters and/or the work of the Department would be an asset
Salary
Salary is at the rate of EC$69,789.88 per annum (Grade 15, step 1) with basic travel allowance.
