Notification of RESDP Resettlement Action Plan

THE RESETTLEMENT ACTION PLAN (RAP) SPECIFIES RESETTLEMENT ARRANGEMENTS AND MEASURES FOR MINIMIZING OR COMPENSATING LOSSES.

The public is hereby informed that the Renewable Energy Sector Development Project, (RESDP)’s Resettlement Action Plan (RAP) is now available for public review and comment between Monday, September 8th and Tuesday, September 23rd, 2025.

 In accordance with the World Bank’s Environmental and Social Safeguards Framework, the Borrower country for the RESDP, St. Lucia, is expected to prepare and disclose a RAP for public comment. The purpose of the RAP is to specify all resettlement arrangements and measures for avoiding, minimising or compensating losses or other negative social impacts resulting from resettlement. The document describes the project’s impacts, identifies the affected persons, describes eligibility requirements for compensation, compensation amounts and the procedures for payment. 

The RESDP is a World Bank-financed project implemented by the Department of Infrastructure, Ports and Transport (DIPT). The project’s objective is to inform the Government of Saint Lucia on the viability of the country’s geothermal resource for power generation by undertaking exploratory drilling in Saltibus, Belle Plaine and Fond St. Jacques. 

During the public disclosure period, meetings will be held with stakeholders to discuss the RAP in:   

 

  • Belle Plaine at Country Lime between 7:00 and 9:00 pm on Thursday 4th September 
  • Saltibus at the M&L Hideaway between 2:00 and 4:00 pm and Lambert’s Disco between 5:00 and 7:00 pm on Saturday 6th September, and  
  • Fond St. Jacques at the Green Room between 4:00 and 6:00 pm on Sunday 7th September 

Additionally, hard copies of the RAP will be made available for public review at the:  

  • Department of Infrastructure, Ports and Transport Main Office, Union 
  • Energy and Public Utilities Division Office, Sir Stanislaus James Building, Waterfront, Castries 
  • District libraries in Choiseul, Laborie, Gros Islet and Castries  
  • Vieux Fort ICT Access Centre
  • Saltibus Post Office. 
  • Belle Vue Farmers Cooperative, Myers Bridge
  • Fond St. Jacques Community Resource Centre
  • Soufriere Innovation and Career Development Centre and Library

Electronic copies of the document can be found on the Government of Saint Lucia and RESDP websites.  Any person(s) wishing to provide feedback may do so between September 4th and 23rd  by attending any of the meetings or by filling out the Google Form, captioned ‘Feedback’, and placed below the RAP on the RESDP website (www.sluresdp.com), or writing to resdppiu@govt.lc or through the RESDP Grievance Redress Mechanism (GRM).
