Prime Minister Pierre Reactivates the Northern Divisional Police Headquarters Project

THE NEW NORTHERN DIVISIONAL POLICE HEADQUARTERS SITUATED IN MASSADE, GROS-ISLET, WILL HOUSE SEVERAL LAW ENFORCEMENT UNITS

Prime Minister and Minister for National Security, Hon. Philip J. Pierre, is pleased to announce that construction of the Northern Divisional Police Headquarters has commenced. Upon completion of construction, the new Northern Divisional Police Headquarters situated in Massade, Gros-Islet, will house several law enforcement units namely; Criminal Investigations Department, Special Services Unit, Crime Scene Investigations and Traffic Department.

The Prime Minister’s decision to pursue the construction of the Northern Divisional Police Headquarters Project underscores the government’s commitment to the Royal Saint Lucia Police Force and the protective services. Building the Northern Divisional Police Headquarters satisfies a critical law enforcement need and further strengthens national security mechanisms.

The Northern Divisional Police Headquarters Project was initiated in 2016. Regrettably, such a critical opportunity to improve citizen security and modernize and upgrade the occupational conditions of the members of the Royal Saint Lucia Police Force stagnated for an inordinate period of time until Prime Minister Pierre intervened in 2022.

The approved budget for the project is $35,925,822. The Northern Divisional Police Headquarters will occupy 30,000 sq. ft. of floor space on 2.6 acres of land. The expected duration of the construction phase is 18 months. The project will be executed under a Build Own Lease Transfer (BOLT) Agreement between the National Insurance Property Development & Management Company Ltd (NIPRO) and the Government of Saint Lucia (GOSL).

Under this agreement, NIPRO shall undertake the project using a line of credit provided by the National Insurance Corporation. Upon completion, GOSL shall enter into a lease agreement with NIPRO for 15 years. Additionally, GOSL is mandated to enter into a Maintenance Agreement with NIPRO for the duration of the lease to ensure that the investment is adequately maintained. GOSL will assume full ownership of the facility upon expiration of the Lease Agreement.
