GENERAL CRITERIA:
To qualify for consideration for a scholarship award, applicants must:
- have not less than ten (10) years to serve before retirement, upon completion of his/her studies;
- have gained admission into an accredited institution within the European Union/Caribbean Region to pursue the course, and level, of study for which he/she is applying for the scholarship award;
- have gained admission to pursue a course of study that is no longer than one (1) year commencing within the academic year 2016/2017;
- be willing to sign a Bond Agreement to serve in the employ of the Government of Saint Lucia at the Ministry of Health, Wellness, Human Services and Gender Relations for a prescribed minimum period upon completion of his/her studies;
- not be employed on contract; and
- not have gained admission into an international educational institution to pursue a course of study when a comparable, and cheaper, course is available at a regional or local institution.
In addition to the eligibility criteria outlined above, applicants must satisfy the criteria outlined for the particular course of study for which they are applying for the scholarship award. The criteria for each area and level of study are outlined below:
Midwifery (Certificate)
Applicants must:
- be a Registered Nurse1, at the time of application; and
- have at least one (1) year clinical practice as Registered Nurse with a secondary care facility.

1 Applicant must be registered as a Registered Nurse (RN) with the General Nursing Council of Saint Lucia.
Health Aide (Certificate)
Applicants must:
- hold at least a Secondary Education School Leaving Certificate;
- have attained CXC/GCE O’ Level pass in English Language; or
- have at least one (1) year working experience as a Community Health Aide or Health Attendant in Primary Health Care.
Nursing Administration (MSc)
Applicants must:
- have a total of five (5) years post RN licensure/registration clinical practice as a registered nurse in an approved recognized Institution offering Primary, Secondary, Tertiary or extended care services; and
- hold an undergraduate degree with not less than second class honours; or
- hold a graduate degree; or
- hold approved technical and/or professional qualification awarded by an approved body and currently holds a middle management level position; and
- hold registration/licensure as a Midwife2.

2 Male nurses who do not hold Midwifery Registration or Licensure may present transcripts or certification of appropriate and comparable programmes.
3 Applicant must currently be registered as a Registered Nurse/Midwife with the General Nursing Council of Saint Lucia.
Healthcare Administration (MSc)
Applicants must:
- hold a Bachelor’s degree with at least second class honours form an accredited Institution in Administration, Social Science, Public Health or related field; and
- hold approved technical and/or professional qualification awarded by an approved body and currently hold a middle management level position; or
- have a total of five (5) years post RN licensure/registration clinical practice as a registered nurse in an approved recognized institution offering Primary, Secondary, Tertiary or extended care services; and
- hold approved technical and/or professional qualification awarded by an approved body and currently hold a middle management level position.
Applied Nutrition and Dietetics (Diploma)
Applicants must:
- have attained at least five (5) CXC/GCSE O’ Level passes (English, Mathematics, Biology or Chemistry); or
- have at least three (3) years’ working experience in Primary Health Care.
Public Health - Health Promotion (MSc)
Applicants must:
- hold a first degree with at least a second class honours in Environmental Health, Social Sciences, Teaching, Public Health, Community Work or International Development; or
- hold an Associate Degree or equivalent in Environmental Health, Public Health or relevant area with at least four (4) years working experience in Environmental Health.
Intensive Care Nursing (Certificate)
Applicants must:
- Be a Registered Nurse, at the time of application, and have at least three (3) years’ clinical practice as a Registered Nurse.
Nephrology Nursing (Certificate)
Applicants must:
- Be a Registered Nurse, at the time of application, and have at least three (3) years’ clinical practice as a Registered Nurse4.

5 Applicant must currently be registered as a Registered Nurse/Midwife with the General Nursing Council of Saint Lucia.
6 Applicant must currently be registered as a Registered Nurse/Midwife with the General Nursing Council of Saint Lucia.
Histo-Technology (Certificate)
Applicants must:
- have attained at least five (5) CXC/GCSE O’ Level passes, including Biology and Chemistry; or
- hold an Associate Degree or higher in a health-oriented professions from a regionally accredited college/university; and
- currently be employed in a laboratory.
Neonatal Nursing (Certificate):
Applicants must:
- be a Registered Nurse5, at the time of application, and have at least three (3) years’ clinical practice as a Registered Nurse; and
- hold at least a Certificate/Diploma, or its equivalent, in Midwifery from an accredited institution.
Medical Ultrasound – Obstetric/Abdominal Gynaecological (Diploma):
Applicants must:
- have attained at least five (5) CXC/GCSE O’ Level passes (including Biology and Chemistry); or
- have relevant qualifications in a health-oriented professions; and
Infection Control (Certificate):
Applicants must:
- Be a Registered Nurse6, at the time of application, and have at least five (5) years’ clinical practice as a Registered Nurse.
Business Administration (MBA):
Applicants must:
- Hold a Bachelor’s Degree with at least second class honours from an accredited institution in Administration, Business Management, or other related field; OR
- Hold an approved technical and/or professional qualification awarded by an approved body and currently hold a middle management level position; OR
- Have at least five (5) years’ post RN Licensure or registration clinical practice as a Registered Nurse in an approved recognized institution offering Primary, Secondary, Tertiary or extended care services; AND
- Hold an approved technical and/or professional qualification awarded by an approved body and currently hold a middle management level position.
Human Resource Management (Diploma):
Applicants must:
- Have attained a minimum of two (2) A’ Levels; OR
- Have at least five (5) years’ work experience in a middle management position; OR
- Have attained at least four (4) CXC/GCSE O’ Level passes (including English); AND
- Have at least five (5) years’ experience in a related field.
Project Management (Certificate):
This programme targets Heads of Departments within the Ministry of Health, Wellness, Human Services and Gender Relations.
