Invitation to Bid (ITB)

October 23, 2023

 

  1. The Organisation of Eastern Caribbean States (OECS) Commission with support from the Republic of China, Taiwan invites sealed Bids for the Design, Supply, Installation and Commissioning of a 35 KW Solar Grid-Tied System and PV Analyzer Tool for the Forensics Lab, Saint Lucia

 

  1. Bidding will be conducted through the Invitation to Bid procurement method specified in the Commission’s Procurement Guidelines dated November 2013, revised February 2020 and is open to qualified bidders.

 

  1. Qualification requirements include: 

 

  1. Bidder must have experience in the design, supply, installation and commissioning of solar PV systems similar to the one in the bid for a period of at least eight (8) years prior to the deadline for bid submission. 
  2. The Bidders shall submit reference lists for not less than one (1) successfully completed similar contract during the last eight (8) years for the design, supply, installation and commissioning of solar PV systems, for an amount of not less than XCD 150,000.
  3. Experience with conducting training sessions on installation and operations and maintenance of solar PV systems.

If the bidder is a Joint Venture (JV), all members should jointly meet all qualification requirements and the member in charge should have at least one (1) successfully completed similar contract/supply during the last eight (8) years.

  1. Bidders shall submit documentary evidence of compliance to the Technical Specifications. 
  1. A complete set of the Bidding Document, in English, may be requested by interested qualified bidders on the submission of a written request to the email address below.  The Bidding Document will be sent free of charge to all interested eligible bidders by electronic mail. The PDF version of the Bidding Document will be the binding one. For the convenience of Bidders, an unofficial MS Word copy of the Bidding Document will be included in the email.

  1. Bids will be opened at the Roseau Conference Room, OECS Commission, Morne Fortune, Castries, Saint Lucia, in the presence of bidders who choose to attend, following the deadline for delivery of bids, at 2:30 p.m. (AST) on December 07, 2023.

 

  1. Bids reaching after the closing date and time will be rejected.

 

  1. All bids must be accompanied by a Bid Securing Declaration, with a one (1) year automatic suspension for any breach. The Bid Securing Declaration is to be submitted in the format stipulated in the Bidding Document.

 

  1. Bid evaluation and award will be for the complete Design, Supply, Installation and Commissioning of the PV system and Analyzer Tool. Additional details are provided in the Bidding Document.

 

  1. A pre-bid conference will be held as follows:
