  1. Saint Lucia has received financing from the World Bank toward the cost of the Caribbean Digital Transformation Project and intends to apply part of the proceeds toward payments under the contract for the Supply and Installation of Digital Devices and related supplies SALCC Innovation Lab.

 

  1. The Department of Public Service now invites sealed Bids from eligible Bidders for the Supply and Installation of Digital Devices and related supplies SALCC Innovation Lab

Orbital sander (3) and replacement discs, hand- cutting matting (8), electric foam cutter (2), laser cutter with engraver (1), fume extraction

unit (1), desktop educational robotic arm (1), assorted robotics kits.

The goods are to be delivered to the Sir Arthur Lewis Community College, Morne Fortune, Castries, Saint Lucia within 12-16 weeks from the date of effectiveness of the contract. Installation should be completed within 4 weeks from delivery of the goods.

 

Qualification requirements include the following:

  1. Financial Capability: The Bidder shall submit:

 

  1. audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years (2022, 2023, 2024) prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member;

 

  1. Average annual turnover over the last 3 years of minimum of 1.5 times the total value of lots tendered for;

 

  1. Access to lines of credit / financial sources of minimum of the total value of lots tendered for.

 

 

  1. Specific Experience: The Bidder shall demonstrate that it has successfully completed at least two (2) contracts within the last five (5) years prior to bid submission deadline, each with a value of at least the amounts shown below, that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, September 2020 and September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

 

  1. Interested eligible Bidders may obtain further information from the Project Implementation Unit, Department of Public Service and inspect the bidding document during office hours 0900 hours (9:00 a.m.) to 1600 hours (4:00p.m.) at the address given below *.

 

  1. The1 bidding document in English can be accessed by logging into the Government of Saint Lucia’s Electronic Government Procurement (e-GP) System – Suppliers Portal at: https://in- tendhost.co.uk/goslprocurement. Alternatively, interested bidders may obtain the document upon submission of a written request to the Project Manager, Caribbean Digital Transformation Project, via email at:  slu.cardtp@gmail.com. The bidding document will then be sent electronically.
  2. Bids must be sent to the Government of Saint Lucia Electronic Government Procurement (e- GP) System – Suppliers Portal- https://in-tendhost.co.uk/goslprocurement on or before July 23, 2025 at 9:00 a.m. Electronic Bidding will be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below ** on July 23, 2025 at 9:30 a.m.
