  1. Saint Lucia has received financing from the World Bank toward the cost of the Renewable Energy Sector Development Project and intends to apply part of the proceeds toward payments under the contracts for Civil Works Including Construction of Drill Pads for Exploration Drilling Program Lots 1, 2 & 3.
  2. The Department of Infrastructure, Ports and Transport now invites sealed Bids from eligible Bidders for the Civil Works, including construction of access roads to Project sites, well pads, storage area and water supply for drilling activities. Civil Works are planned to be completed within 7 months.
  3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- dated November 2020” (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40%
  5. Interested eligible Bidders may obtain further information from

  1. Bids must be delivered to  the  address  below  on  or  before 9:30  a.m. (UTC - 4:00) of March 25, 2026. Only electronic bidding will be permitted. Late Bids will be rejected. The TECHNICAL PART will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 10:30 a.m. (UTC-4:00) on March 25, 2026. The FINANCIAL PART which shall be password protected by the Bidder, shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. Bidders are referred to ITB

22.1 for further details on the submission of bids.

 

  1. All Bids must be accompanied by a (i) Bid -Securing Declaration and (ii) Local Labor Method Statement.
  2. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
