- The Government of Saint Lucia has received financing from the World Bank toward the cost of the OECS Regional Health Project and intends to apply part of the proceeds toward payments under the contract for SMART Rehabilitation of the Canaries Wellness Centre.
- The Ministry of Health, Wellness, and Elderly Affairs now invites sealed Bids from eligible Bidders for SMART rehabilitation of the Canaries Wellness Centre to improve its functionality and structural soundness and make the facility greener.
The project entails the implementation of upgrades to improve the functionality of the clinic, improve its structural soundness and make it a greener facility by enhancing energy efficiency.
The works include the installation of a new ramp, demolition, and reconstruction of a pad for housing water tanks, installation of a standby generator, construction of a new generator housing, roof repairs, replacement of exterior and interior doors, rewiring of the electrical and communication systems in the building including the installation of energy-efficient luminaires, reconfiguration of internal partitions to improve functionality, improvements to HVAC and replacement of bathroom fixtures and domestic water distribution.
The wellness center is located in Canaries, a village on the west coast of Saint Lucia. The rehabilitation works are expected to complete within five (5) months.
Applicants are expected to meet the following key qualification requirements:
- Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last five (5) years, starting 1st January 2018
- At least two (2) similar contracts of minimum value of XCD460,000 each or one (1) contract of minimum value of XCD920,000 that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor, or sub-contractor between 1st January 2016 and bid submission deadline.
- access to, or availability of, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as two hundred eighty-five thousand Eastern Caribbean Dollars (XCD285,000) for the subject contract(s) net of the Bidder’s other commitments
- Minimum average annual construction turnover of six hundred ninety thousand Eastern Caribbean dollars (XCD690,000.00), calculated as total certified payments received for contracts in progress and/or completed for the best three (3) years within the last five (5) years, divided by three (3) years
- For the above and any other contracts (substantially completed and under implementation) as prime contractor, joint venture member, or sub-contractor between 1st January 2016 and the bid submission deadline, a minimum construction experience in the following key activities successfully completed for retrofitting of health, education and social centers and hotels of similar size in any 12 months within the specified period:
- demolition and reconfiguration of the internal partition
- HVAC improvement
- rewiring of electrical systems and installation of energy-efficient luminaires
- installation of a generator of at least 16.5 kW
- replacement of bathroom fixtures and domestic water distribution.
- experience in managing ES risks and impacts in the following aspects for contracts (substantially completed and under implementation) as prime contractor, joint venture member, or Subcontractor between 1st January 2016 and the bid submission deadline:
- traffic management
- occupational health and safety
- exposure to biological hazards
- SGBV
- Bidding will be conducted through national competitive procurement using a Request for Bids
(RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from Project Implementation Unit, Ministry of Health, Wellness and Elderly Affairs, Jeanette Jn Louis Hughes, jeanette.hughes@govt.lc and inspect the bidding document during office hours 0900 – 16:00 at address 1 given below.
- The bidding documents in the English language will be sent by email to interested eligible Bidders upon the submission of a written application to address 1 quoting “Request for
Prequalification Documents for “SMART Rehabilitation of the Canaries Wellness Centre”, 30/ORHP/W/RFB/CAN” and including e-mail address and other contact details of Bidders for which the bidding documents are being requested.
- Bids must be delivered to the Central Public Procurement Board at address 2 given below on or before August 23, 2023, no later than 9:30 am. Electronic Bidding shall be permitted. Late
Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at address 3 given below on August 23, 2023, at 10:00 am.
Bidders have the option of attending the bid opening in person or via “Zoom” Video Communication without screen sharing but reading out loud the information as in any normal bid opening. The Employer will send the “Zoom” meeting link to all bidders.
