Assignment Title: Preparation of Guidelines and Coral Reef Enhancement Plan for Point Sable Environmental Protection Act

Saint Lucia has received financing from the International Development Bank and the Strategic Climate Fund towards the Disaster Vulnerability Reduction Project (DVRP) and intends to apply part of the proceeds for consulting services for the preparation of guidelines and coral reef enhancement plan for Point Sable Environmental Protection Area (PSEPA).
The consulting services (“the Services”) includes preparing a plan of action for enhancing coral reef systems within the PSEPA towards building resilience to the impacts of climate change. The services required also includes the preparation of 1) guidelines for assessing coral reef enhancement needs in Saint Lucia and 2) a coral reef enhancement plan for the PSEPA. In undertaking the preparation of these documents, the consultant would be required to conduct field reconnaissance surveys, which will require SCUBA diving skills.
The Department of Economic Development, Transport and Civil Aviation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, please note that the individual experts’ bio data is not required.)
The shortlisting criteria is as follows:
- The Consulting Firm shall have at least 10 years of overall consulting experience;
- Experience in undertaking assignments for coral reef enhancement and rehabilitation in the Caribbean region would be an advantage.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate to enhance their qualifications. The associations should clearly indicate the form of the association (Joint-venture or sub-consultancy; member in charge; other member/s and or sub-consultants). Joint ventures should submit letters of intent indicating their intent to form a joint venture if awarded the contract and shall provide the above mentioned information for each member of the joint venture.
A Consultant will be selected in accordance with the Quality- and - Cost Based Selection method in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines”).
