Assignment Title: PREPARATION OF DETAILED SPECIFICATIONS FOR AERIAL IMAGERY FOR ORTHOPHOTO MAPPING AND LIDAR TERRAIN AND BATHYMETRY DATA ACQUISITION AND QUALITY ASSURANCE/ QUALITY CONTROL- LIDAR AND OVERALL SUPERVISION SUPPORT

Saint Lucia has received financing from the World Bank towards the Disaster Vulnerability Reduction Project (DVRP) and intends to apply part of the proceeds for consulting services to prepare detailed  specifications for aerial imagery for orthophoto mapping  LiDAR terrain and bathymetry data acquisition and quality assurance/ quality control- lidar and overall supervision support

The consulting services (“the Services”) include three main tasks:

  • Task 1 -  LiDAR and OPM Survey Control Network
  • Task 2 - Technical LiDAR specifications and Contracting support
  • Task 3 – Quality Assurance/Quality Control

And includes review of the existing Geodetic survey network with respect to horizontal and vertical control references, identify the optimum distribution of ground control points for both the LiDAR and high quality aerial imagery work products with respect to horizontal and vertical distribution to ensure LiDAR and the aerial imagery products are adequately referenced to achieve technical specification accuracies, detailed technical specifications for non-consulting services for the execution of high accuracy LiDAR terrain and bathymetric data acquisition, digital aerial imagery (for OPM) and processing as well as the development of end user products and supervision and verification of the development of contractor work activities.  The consultancy services are required for a period of six (6) man months over an estimated twenty (20) month period.  The consultant will be required to make six (6) trips to Saint Lucia to undertake the assignment; Phase 1 is estimated at three (3) man months while Phase 2 is estimated at six (6) man months.

The Department of Economic Development, Transport and Civil Aviation now invites eligible Individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (Curriculum Vitae, brochures, description of similar assignments, and experience in similar conditions, clients’ references etc).  ). Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.

 

The minimum required qualifications and experience are:

At least an advanced degree in geodesy, geomatics, remote sensing, land information systems, or recognized professional registration in photogrammetry, land surveying, or a related field with at least ten (10) years of related experience. 

Experience in the design and supervision of OPM and LiDAR data development and acquisition activities and related contract supervision with particular emphasis on quality assurance/quality control. 

Experience with the establishment of geodetic controls for LiDAR and OPM activities including both horizontal and vertical control using GPS based technologies.  In addition the Consultant must provide a portfolio and references for similar or related projects.

Experience in conducting training and stakeholders consultations;

Ability to speak and write fluently in English;

Experience within the last five years with a similar assignment.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank’s   Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers 2011 (“Consultant Guidelines”).
