Project Description
|
The objective of the project is to accelerate the introduction of electric mobility in Saint Lucia through capacity-building and electric vehicle demonstration and prepare it for scaling up and replication through the development of electric mobility policies, business models and finance schemes. It is structured across four components;
1. Institutionalization of low-carbon electric mobility,
2. Short term barrier removal through low-carbon mobility demonstrations,
3. Preparing for scale-up and replication of low-carbon electric mobility and
4. Long-term environmental sustainability of low-carbon electric mobility
|
2. Project Overview
The Government of Saint Lucia (GOSL), through its updated Nationally Determined Contribution (NDC) to the United Nations Framework Convention on Climate Change (UNFCCC), has articulated its intention to reduce its greenhouse gas emissions by 7% by 2030 in the energy sector - relative to 2010 emissions data. It proposes to do so through mitigation-focused interventions, which include increasing the uptake of renewable energy technology, primarily by way of electric vehicles (EVs). The prospect of sustainable transport in Saint Lucia has promising potential to increase universal access, reduce environmental and climatic impacts, improve resilience, and allow for greater efficiency. To this end, the Department of Sustainable Development and the Energy Division have been undertaking efforts to increase the uptake of EVs in Saint Lucia. One of these interventions is the implementation of a three-year project funded by the Global Environment Facility (GEF) with the United Nations Environment Programme (UNEP) as the implementing agency. The Project, entitled, “Supporting the Shift to Electric Mobility in Saint Lucia (GEF 7 EV),” aims to accelerate the introduction of electric mobility in Saint Lucia through capacity-building and electric vehicle demonstration and prepare it for scaling-up and replication through the development of electric mobility policies, business models and finance schemes.
The solution to accelerate the introduction of electric mobility will take place across four components, namely:
Component 1: Institutionalization of low- carbon electric mobility
- Coordination, planning and capacity for promoting electric mobility is enhanced.
Component 2: Short-term barrier removal through low-carbon e-mobility demonstration
- Confidence from the general public and government institutions is gained from electric vehicles.
Component 3: Preparing for scale-up and replication of low- carbon electric mobility.
- Action is taken towards implementing an enabling environment and business models for promoting low-carbon electric mobility.
Component 4: Long-term environmental sustainability of low-carbon electric mobility.
- Action is taken towards implementing policy frameworks for ensuring the longterm sustainability of low carbon electric mobility.
3. Justification
Saint Lucia is experiencing a large increase in road transportation, highly dependent on fossil fuel for power generation, leading to increased GHG emissions, air pollution, noise pollution and congestion, including indiscriminate dumping of vehicles on the island’s roadside. As part of a global effort to assist over fifty developing countries address a number of the issues highlighted, Saint Lucia has received both international and national support for the phasing out of internal combustion engine vehicles (ICEVs) to more sustainable modes of road transportation that is less onerous on the environment. In light of this, “the Shift to Electric Mobility in Saint Lucia” project was approved in April 2022. To this end, the Department of Sustainable Development has officially commenced implementation of the project activities and believes a project logo will serve as a powerful tool to establish the project’s identity, increase awareness, promote engagement, and ultimately, drive positive change by raising public consciousness of Saint Lucia’s shift to electric vehicles.
4. Objectives
a) To develop a logo, slogan and banner design around the shift to electric mobility in Saint Lucia.
b) To increase awareness, education and knowledge of the “Shift to Electric Mobility in Saint Lucia” Project and the overall benefits to human health and the environment.
c) To promote and increase collaboration and coordination among stakeholders to enable a smooth transition away from ICEVs towards more sustainable transport alternatives.
5. Request
The Department of Sustainable Development is seeking the services of a graphic artist to produce a logo (with accompanying slogan) and banner design for the GEF 7 Electric Vehicle “Supporting the Shift to Electric Mobility in Saint Lucia” Project. The intention is to also use this logo and slogan on promotional items (e.g., shirts, umbrellas, leaflets etc.) to increase public awareness and education surrounding the Shift to Electric Mobility in Saint Lucia. Likewise, the banner design will be used to increase visibility during meetings, exhibitions and related.
Aim
To find an attractive and attention-grabbing logo and banner design for the “Supporting the Shift to Electric Mobility in Saint Lucia” Project.
The logo and slogan must meet the following requirements:
- The logo and slogan must capture the objective of the project.
- It must be an original design.
- It must include a colored version on a transparent background as well as a black and white version.
- The title rights, copyrights and all other rights of whatsoever nature in relation to the logo shall be vested exclusively in the Department and not for the use by any other entity or person, including the designer, unless authorized by the Department.
The banner design must meet the following requirements:
- The banner design must include the Coat of Arms of Saint Lucia and the logo designed for Electric Mobility in Saint Lucia Project.
- It must capture the objective of the project.
- It must be an original design.
- It must be designed to be printed on a retractable banner measuring 33.5” × 80”.
- The title rights, copyrights and all other rights of whatsoever nature in relation to the logo shall be vested exclusively in the Department and not for the use by any other entity or person, including the designer, unless authorized by the Department.
Proposals with costings should be submitted to Mrs. Nissa Paul Alexander, Chief Technical Advisor, Department of Sustainable Development via email to ermeetameka.sde@gmail.com, no later than December 15th, 2023, 4:00 p.m. For further clarification, please contact Ms. Tameka Ermee at telephone 468-5869.
