Assignment Title: Accreditation of Public Health Laboratories in Saint Lucia
Reference No. 19/ORHP/CS/CQS/APH/01/20
The Government of Saint Lucia (GOSL) has received financing from the World Bank toward the cost of the OECS Regional Health Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include
- Provides the medical Public Health Laboratories with an Accreditation programme that meets their unique services to improve and maintain the quality, safety, and efficiency of their services.
- Provide by means of assessment, the assurance that the professionals in practice at the Public Health Laboratories are working in accordance to international standards, ISO 15189.
- A formal recognition that the medical Public Health Laboratories are competent to carry out specific calibrations, tests, or types of tests.
- Complete Accreditation of the two (2) medical Public Health Laboratories in preparation for the implementation of the first and second phase of the Essential Health Care Services Package by the Department of Health and Wellness and the envisioned National Health Insurance.
The consultancy is expected to be completed over a 12-month period from contract effective date. The detailed Terms of Reference (TOR) for the assignment can be found at the following website; www.govt.lc/consultancies or www.finance.gov.lc or can be obtained at the address given below.
The Department of Health and Wellness now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (Brochures, description of similar assignments, experience in similar conditions, availability appropriate skills among staff, (please note that the individual experts’ bio data is not required.)
The selection criteria are:
- The firm should be registered. (Certificate of incorporation/registration to be submitted)
Minimum Required Qualification
General Experience:
- Minimum of ten (10) years’ experience in the role of licensing and accreditation of health care in developing countries;
Specific Experience:
- Minimum of seven (7) years specific experience in Laboratory Quality Systems design and implementation;
- Minimum of five (5) years of experience in conducting ISO Quality Management System audits and certification;
- Minimum of five (5) years experiences in Continuous Quality Improvement Systems design and implementation in development countries including Latin America and the Caribbean Region (LAC);
- Proven record of at least three (3) assignment related to the Laboratory Accreditation process or similar accreditation processes associated with ISO 15189 or similar;
The assignment will be conducted by a firm consisting of a team (1 team leader and at least 4 team members with the requisite combination of skills, expertise and experience to carry out the assignment.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
Associations should clearly indicate the form of the association (Joint-venture or sub-consultancy. For Joint ventures clearly indicate the member in charge; other member/s and sub-consultancy. Joint-venture shall submit with the Expressions of Interest letters of intent indicating their intent to form a joint venture if awarded the contract and shall provide the above-mentioned information for each member of the joint venture. Sub-Consultants qualifications and experience are not evaluated as part of the evaluation of Expressions of Interest.
A Consultant will be selected in accordance with the Consultants' Qualification Selection method set out in the Procurement Regulations.

Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by March 31, 2021. Consulting Firms that have already submitted Expressions of Interest are not required to reapply.
