Applications are invited from suitably qualified persons for appointment to the post of DIRECTOR OF CORRECTION (BORDELAIS CORRECTIONAL FACILITY), DEPARTMENT OF HOME AFFAIRS AND NATIONAL SECURITY.
A. RESPONSIBILITIES AND RELATIONSHIPS
- To provide direction and leadership in the development and implementation of social adjustment and rehabilitation programmes for inmates at the Bordelais Correctional Facility, through the supervision of intake and discharge activities, maintenance of effective security measures and establishment of monitoring and evaluation mechanisms to determine the impact of programme objectives, in support of national crime reduction strategies.
- To manage staff and resources to ensure work programmes are implemented in accordance with legislative and administrative requirements and established penological principles, standards and practices.
- Responds to the Minister as required and liaises with social, educational, law enforcement and private organisations on matters relating to work in progress.
- Reports to the Permanent Secretary, Department of Home Affairs and National Security.
- Supervises the Deputy Director of Correction.
B. DUTIES AND TASKS
- Prepares the work programme of the Bordelais Correctional Facility, through strategic planning, consultation with stakeholders and team members, review of key evidence-based reports/documentation and provision of expert technical advice, to ensure that targets, milestones and deadlines are met within the budget cycle.
- Leads and manages assigned staff through target setting, continuous dialogue, mentoring, coaching and assessment of individual staff performance to ensure effective performance management.
- Manages the operations of the facility by supervising inmate intake, classification and custody; maintaining effective security and monitoring of inmate activities; ensuring inmates are produced in court as required; enforcing visitation and other procedures; and facilitating the discharge of inmates, to promote the administration of correctional programmes in accordance with penological principles, standards and best practices.
- Ensures the supervision of inmates by directing roll call, inmate movements and patrols; deploying staff in a manner that optimises personal safety of correctional officers and inmates; providing advice on search and seizure exercises; authorising disciplinary measures such as segregation; and monitoring adherence to the standing orders, to enable the effective execution of the day-to-day operations of the facility.
- Participates in the adjudication of complaints or grievances and probes breaches/infringements, through the application of investigative and other techniques towards recommending or instituting appropriate action to resolve routine and atypical issues; and promoting adherence to the standing orders, to foster a safe and secure environment for correctional officers, inmates and visitors.
- Collaborates with public and private organisations and team members in the design of specialised social adjustment and rehabilitation programmes for inmates in custody or the field, work release and pre-release by pursuing opportunities for the development of life skills and educational/vocational goals, to support the reclamation of offenders.
- Directs the conduct of physical inspections/audits of systems, procedures and conditions within the facility by assessing the application of established standards, ensuring that staff are properly equipped for work assignments, preparing relevant reports to document incidents/deficits and implementing approved corrective measures, to foster an enabling environment for an effective corrections system.
- Ensures the maintenance of updated client records in accordance with established practices, to facilitate case management and the preparation of requisite reports to support the analysis of information on demographics, recidivism/reconviction patterns, crime trends and effectiveness of correction strategies; inform crime prevention strategies; and foster accountability and transparency.
- Coordinates risk assessment and crisis management exercises by undertaking environmental scanning and specialised investigations to recommend contingency plans for routine and critical incidents; conducting research and analysis; fostering stakeholder consultation in accordance with established measures; and overseeing the coordination of emergency response plans, to advance interventions that maintain effective security levels and general order within the facility.
- Oversees facility management activities by reviewing inspection reports, engaging in continuous dialogue with team members and stakeholders, assessing functionality of equipment and proficiency of staff and advancing preventative maintenance strategies, to promote operational efficiency and effective safety and health practices.
- Develops, implements and monitors the budget for the facility by collaborating with the Budget and Finance Unit and attending budget planning meetings to enable access to funds for programme implementation, to ensure the effective use of resources and to facilitate early detection and management of budget variations.
- Facilitates the procurement of goods and services by consulting with the Budget and Finance Unit, assessing and approving requisitions for supplies from the Government storeroom and external suppliers as authorised, to ensure availability of resources for the effective execution of duties.
- Establishes linkages with relevant local, regional and international stakeholders through collaboration and networking, to enable information sharing, knowledge transfer and the identification of requisite resources to fulfill the mandate of the facility.
- Represents the Ministry and Government of Saint Lucia on boards/committees, at meetings and conferences at the local, regional and international levels to articulate Government’s policy position and foster networking and alliances.
- Identifies and designs training and learning programmes for staff of the facility by conducting research and developing proposals to secure training/learning opportunities and/or technical assistance to enable continuous learning and to build an effective and highly motivated team.
- Assists with the formulation/review of legislation, regulations, policies and procedures relating to the functions of the facility, to establish codes of conduct that guide the activities of corrective services and inmates, to ensure compliance and consistency in the application thereof.
- Prepares progress reports outlining achievements and challenges to keep policymakers and stakeholders informed, facilitate assessment of the department’s performance and decision-making, to contribute to the compilation of the department’s annual report.
- Performs any other job-related duties as may be assigned.
C. CONDITIONS
- Congenial accommodation is provided within a general administrative office.

F. QUALIFICATIONS AND EXPERIENCE
- Master’s degree in Criminal Justice, Law Enforcement, Administration of Justice, Correction Administration or a related field plus four (4) years’ Civil Service experience in a post at Grade 15 or above; or at least four (4) years’ relevant professional experience.
OR
- Bachelor’s Degree plus Postgraduate Diploma in Criminal Justice, Law Enforcement, Administration of Justice, Correction Administration or related field plus four (4) years’ experience in a post at Grade 15 or above; or at least four (4) years’ relevant professional experience.
G. SALARY
Salary is at the rate of EC$103,194 per annum (Grade 19).
