VACANCY NOTICE
Applications are invited from suitably qualified persons for appointment to the post of
DIRECTOR OF INFORMATION SERVICES, MINISTRY OF TOURISM, INVESTMENT, CREATIVE INDUSTRIES, CULTURE AND INFORMATION (GOVERNMENT BROADCASTING AND INFORMATION).
RESPONSIBILITIES AND RELATIONSHIPS
1.To lead, plan, direct, manage, monitor and evaluate the gathering and dissemination of government information by formulating policies and strategies for information management; analysing, developing and implementing communication strategies; recommending, reviewing and drafting legislation; to enable the effective flow of public information to varied audiences, and to elucidate Government’s plans, policies and programmes.
2.Responds to the Minister and liaises with Ministers of Government, Permanent Secretaries, Heads of Departments, local, regional and international journalists, media houses and governments and public and private sector officials and organisations and key stakeholders on matters relating to work in progress.
DUTIES AND TASKS
1.Leads and manages assigned staff through target setting, continuous dialogue, mentoring, coaching, assessment of staff performance, identifying training needs and gaps, and managing leave, to ensure effective performance management and promote employee wellbeing.
2.Plans, manages and coordinates the state’s primary media and broadcasting service, social media and World Wide Web by formulating, evaluating and implementing policies and procedures, liaising with partners and stakeholders to enable effective and relevant communication to the nation.
3.Develops policies regarding information gathering and distribution by reviewing, conceptualising and drafting of legislation in consultation with stakeholders, to enable the enactment of applicable legislation to guide the work of the media and broadcasting sector and to promote consistency and soundness of information.
4.Acts as a conduit for policy interventions between government and public sector agencies on policy statements regarding information dissemination, by attending meetings, consulting with all stakeholders, guiding the process, and providing expert advice to achieve the overall mandate of the Government.
5.Functions as the official link between the Government and media by collaborating with local, regional and international media organisations, networking and developing professional relationships so as to facilitate effective communication linkages and information sharing and distribution.
6.Assumes overall responsibility for communicating the activities of public sector agencies; critically analyses their programmes to recommend forms of publications and documentaries to feature their accomplishments, to maintain the positive image of the Government.
7.Communicates the proposed and ongoing programmes of the Government by collaborating with public sector agencies to actively communicate projects, policies, programmes, activities and events locally, regionally and internationally.
8.Monitors the local, regional and international media by paying heed to newscast, talk shows, social media, World Wide Web and local programming, to provide information and to proactively address misinformation and to offer expert guidance on public relations interventions to enable the timely management of information misrepresentation.
9.Acts as a conduit via which Government and public sector agencies can develop and design public relations strategies, produce material for electronic and print media, by dialoguing with agencies, providing expert advice and guidance to enable the creation of high quality relevant productions.
10.Monitors the programming of the National Television Network by assessing the network’s programmes and working in consultation with the team to ensure that the line ups are relevant and inspiring.
11.Ensures the news segment of the Government’s web portal is regularly updated by liaising with Public Sector Agencies and collaborating with stakeholders to acquire and organise information for the web portal.
12.Performs the public relations and public education function of the National Emergency Management Office (NEMO) by ensuring the dissemination of information, directly and via other mass media organisations, updating of the agency’s website and providing coverage during emergencies to mitigate against the impact of disasters.
13.Develops the annual budget and coordinates the budgetary process of the Division by assessing programme initiatives to establish strategic linkages, conducting research and analyses and leading budget planning meetings, to ensure availability of funds for programme implementation, in alignment with strategic objectives.
14.Prepares submissions to the Cabinet of Ministers on matters relating to Government information dissemination through research and analysis, dialogue and consultation with line agencies and other key stakeholders, to facilitate decision making, and enable the policy development, coordination and implementation process.
15.Prepares progress reports outlining achievements and challenges in the stipulated format to keep senior management informed, for decision making, to assess the performance of the Division against established goals and for the recommendation of new policies, approaches and solutions for continuous improvement.
16.Performs any other job-related duties as may be assigned.
CONDITIONS
1.Congenial accommodation is provided within a general administrative office.
2.Institutional support is provided through the Constitution of Saint Lucia, civil service rules and regulations, collective agreements, standard operating procedures, Estimates of Revenue and Expenditure, Public Finance Management Act 2020 and other relevant policy documents.

4.May be required to work beyond the normal working hours.

10.May be exposed to frequent interruptions and a high degree of contact by telephone or in person.
11.Functions in a scheduled travelling post with travel allowance in accordance with that stipulated in the terms and conditions of employment.
12.Required to own and maintain a motor vehicle for the proper performance of duties and to possess a valid driver’s licence.
13.May be required to travel regionally and internationally in the conduct of duties.

QUALIFICATIONS AND EXPERIENCE
1.Master’s Degree in Mass Communications, Media Studies, Journalism, Public Relations plus four (4) years experience in a post at Grade 15 or above; or four (4) years relevant professional experience;

2.Bachelor’s Degree plus Post Graduate Diploma in Mass Communications, Media Studies, Journalism, Public Relations and four (4) years experience in a post at Grade 15 or above; or four (4) years relevant professional experience.
SALARY
Salary is at the rate of EC $103,194.00 per annum (Grade 19 Step 1).
