PROJECT SUMMARY

Caribbean Efficient and Green- Energy in Buildings Project

The Caribbean Efficient and Green- Energy in Buildings (CEGEB) Project is a World Bank financed (US$131.7 million) project supporting Grenada, Guyana, and Saint Lucia with objectives of saving energy, increasing the use of renewable energy (RE) in public buildings and facilities, and enhancing the regulatory framework for investments in energy efficiency and renewable energy in participating Caribbean countries. The project will support investment and technical assistance for Energy Efficiency (EE) retrofitting and the installation of distributed Renewable Energy (DRE) systems in public buildings and other facilities in the three participating countries. Public buildings and other facilities eligible for investment under the Project may include central and regional administrative buildings, universities and schools, hospitals and clinics, stadiums, airports, water supply and sewage utilities.

 

 

 

Under the Component 3 on “Support to Pooled Procurement and Project Implementation Support, Capacity-Building & Gender Program”, the tasks to be implemented by OECS Commission (US$ 3.3 million grant) includes (i) Establishment and operation of a regional Project Implementation Unit (PIU); (ii) TA for implementing a pooled procurement for the participating countries and other stakeholders; (iii) Creation of stakeholder communication programs at the regional level; (iv) Capacity building for procurement and dissemination of regional regulations on EE & RE; and (v) Facilitation of harmonized regulations, standards and tools for EE and DRE, OECS Commission will also be responsible for establishing and coordinating the Regional Steering Committee and the Regional Technical Advisory Committee.

To realise benefits from economies of scale, the countries will procure these EE and DRE investments in public buildings thorugh [sic] a pooled procurement process led by the OECS Commission. It is expected that this pooled procurement of Investment Grade Audits (for EE and DRE) and Design, Supply and Installation (DSI) and Measurement and Verification (M&V) services led by OECS Commission will enhance regional integration, supporting a significant scale up in EE and DRE investments in the region, and thereby the creation of a regional market and boost in trade in EE and RE investments and services.

To support this collaboration, the CEGEB project will establish a Regional Project Implementation Unit (PIU) within the Environmental Sustainability Division of the OECS Commission. The Regional PIU will provide the pooled procurement services to the participating countries, supporting their EE and DPVs investments. It will also implement regional capacity building by providing comprehensive procurement training and resources, inter alia, on effectively utilizing framework agreements for building retrofits and contract management. The Project will also provide technical assistance to address regulatory and technical constraints to EE and RE investments, and build capacity in the planning, implementation, and operations of these investments in a sustainable manner.

 

 

 

 

JOB SUMMARY

Under the supervision of the Monitoring and Evaluation (M&E) Manager, the Technical Specialist will be responsible for implementing and coordinating the Commission’s M&E activities, including providing oversight, support, and supervision for all M&E activities associated with the Caribbean Efficient and Green- Energy in Buildings (CEGEB) Project. The Specialist will ensure that all projects are implemented in full compliance with the Revised Treaty of Basseterre, and the OECS Development Strategy, while maintaining high standards of data quality and reporting integrity.

In addition, the role requires actively building and maintaining strong collaborative relationships with key stakeholders across the Commission and Member States, to facilitate effective monitoring, knowledge, sharing and results-based management.

KEY DUTIES

Management and Supervision

  • Lead the development, implementation, and management of resources required for executing M&E plans within the assigned Project(s);
  • Supervise and participate in the development and use of:
  •  performance measuring tools,
  •  systems for the accurate and timely reporting and verifying of information; and
  •  Human Resource capacity development initiatives related to M&E.

Operations

  • Finalise project indicators in alignment with the Result Framework and the overall M&E Plan;
  • Where necessary, facilitate the definition of subproject M&E Plans consistent with the overall Project M&E Plan;
  • Regularly update the Result Framework matrix and prepare semi-annual progress reports for submission to regional oversight committees and the World Bank;
  • Collaborate with National PIU Monitoring and Evaluation Officers and the World Bank Energy Specialists to design the Measurement and Verification Process;
  • Coordinate the design and implementation of the Measurement and Verification Process conducted at National levels;
  • Participate, as required, in the evaluation of project proposals;
  • Provide technical advice on, inter-alia, applicable regulations, codes, or standards related to the monitoring and evaluation process;
  • Update and further refine the methodology for determining the energy savings for reporting purposes in coordination with the National PIUs' Monitoring and Evaluation Officers;
  • Conduct mid-term and post-implementation project assessments, in coordination with the National PIU Monitoring and Evaluation Officers, to verify actual results vs. planned targets, and propose remedial follow-up technical measures;
  • Undertake missions as required to the participating Member States to assess their M&E systems and structures, and validate their reports including explanations and recommendations;
  • Perform routine variance analyses to track variances in the implementing agencies' performance against targets and approved work plans;
  • Consolidate country level data and information, provide feedback to stakeholders, and prepare comprehensive M&E Reports; and
  • Support the establishment and implementation of project-wide systems for data verification and quality control (QA/QC).

Technical Assistance

  • Support the development (institutional strengthening and capacity building) of M&E related policies, plans and systems in the OECS Commission. This could include:
  •  Conducting, and where necessary supporting the mobilization of technical assistance for, training; and
  • Conducting site visits to implementing agencies to provide direct provision of technical assistance (TA) including support for data management.
  • Ensure that all energy savings of the projects are measured and verified in accordance with the International Performance Measurement and Verification Protocol (IPMVP), applying the appropriate M&V options (A, B, C, or D) based on the complexity of the project. This will ensure standardized, transparent, and accurate reporting of energy efficiency and renewable energy project outcomes.
     

 

 

 

 

Communications and Reporting

  • Prepare and submit timely M&E reports;
  • Compile and disseminate quarterly updates on M&E activities and progress towards targets and performance;
  • Provide information and analysis on the impact of the related M&E plans (and policies) and the quality of the M&E performance at the national, regional and donor levels; and
  • Support the Head of M&E in preparing organizational performance reports and related documentation.

Other Duties for Commission

  • Participating in M&E technical working groups (TWG), and contribute to partner coordination efforts pertaining to M&E in the OECS region.
  • Participate in the design of evaluations, behavioural studies, and operations research to support the strengthening of systems for strategic information and M&E in the OECS region.
  • Identify, document, and disseminate M&E best practices and lessons learned;
  • Represent the OECS Commission at technical and partner meetings; and
  • Other related tasks as assigned by the Head, Monitoring and Evaluation.

TERMS OF APPOINTMENT

  • A University First Degree in Research Methods or related field.
  • A minimum of three (3) years’ practical experience conducting Monitoring and Evaluation activities.
  • Familiarity with operational procedures of regional/international institutions would be an asset.
  • Experience implementing the International Performance Measurement and Verification Protocol (IPMVP) would be an advantage.
  • Experience in researching, analyzing and monitoring trends.
  • Demonstrated experience and skills in delivering training would be an asset.
  • Ability to work under pressure in a fast-paced environment with tight, sometimes conflicting deadlines.
  • Detail-oriented team player at all levels able to collaborate with units and other functional partners.
  • Fully conversant in Information Technology and other related programme Management software, MS Office suite, in particular MS PowerPoint, as well as other collaborative tools.
  • Strong presentation skills.

 

 

JOB LOCATION

The OECS Commission is headquartered in Castries, Saint Lucia. The position of  Monitoring and Evaluation - Technical Specialist is stationed at the OECS Commission headquarters.
