THE DEPARTMENT IS WORKING TO IMPROVE QUALITY OF LIFE, ECONOMIC OPPORTUNITIES FOR THE DIFFERENTLY-ABLED.

The Ministry of Home Affairs, Crime Prevention, and Persons with Disabilities is strengthening efforts to promote meaningful inclusion and long-term support for the differently-abled, within communities across Saint Lucia.
Acting Permanent Secretary, Mr. Ricky Quinlan said the goal of the ministry is to improve the quality of life for persons with disabilities.
“Our main objective is to transition to more concrete action, and to deepen the collaboration between organizations, schools, and local government for increased accessibility and the economic development of that subset of our people. One of the things we really want to consider in the coming financial year is the employment of persons with disabilities,” he said.
The 2025 International Day for Persons with Disabilities will be observed on Dec. 3, under the theme “Building an Inclusive Saint Lucia Together.” Mr. Quinlan said inclusion must go beyond participation.
“This year we are looking at inclusion and the contributions of the differently-abled to our country's development. Last year in 2024, we focused on increasing awareness of the existence of the differently-abled.”
Reflecting on the 2024 observance, Mr. Quinlan described it as a turning point.
“In 2024, it was a success getting to know the various communities and societies that support persons with disabilities, and it brought visibility to these persons. Within the ministry, it provided insight that will inform future plans.”
A Dec. 3 event to commemorate the International Day for Persons with Disabilities will bring together performers and groups with and without disabilities. Highlights will include performances from the Lady Gordon Opportunity Centre, the Vieux Fort Special Education Unit, and a dedicated autism tent.
The Department for Persons with Disabilities continues to provide direct support where possible, that includes providing wheelchairs. The department is also working closely with the National Council of and for Persons with Disabilities to facilitate financial waivers such as tax exemptions for disability equipment and adapted vehicles.
