The Ministry of Health, Wellness, Human Services and Gender Relations is accepting applications for the award of scholarships under the European Union funded “Project Support to the Saint Lucia Health Sector” 10th EDF National Indicative Programme (NIP), for the academic year 2015/2016.

General Criteria:

To qualify for consideration for a scholarship award, applicants must:

•   have not less than ten (10) years to serve before retirement, upon completion of his/her studies;
•   have gained admission into an accredited institution within the European Union/Caribbean Region to pursue the course and level of study for which he/she is applying for the scholarship award;
•   have gained admission to pursue a course of study that is no longer than two (2) years duration, commencing within the 2015/2016 academic year;
•   be willing to sign a Bond Agreement to serve in the employ of the Government of Saint Lucia at the Ministry of Health, Wellness, Human Services and Gender Relations for a prescribed minimum period upon completion of his/her studies;
•   not be employed on contract and
•   not have gained admission into an international educational institution to pursue a course of study when a comparable, and cheaper, course is available at a regional or local institution.

In addition to the eligibility criteria outlined above, applicants must satisfy the criteria outlined for the particular area of study for which they are applying for the scholarship award.  The criteria for each area and level of study are outlined below:

Midwifery (Certificate): Applicants must: 
•   be a Registered Nurse, at the time of application AND 
•   have at least one (1) year clinical practice as Registered Nurse with a secondary care facility. 

Health Aide (Certificate): Applicants must: 
•   hold at least a Secondary Education School Leaving Certificate; 
•   have attained CXC/GCE O’ Level pass in English Language; OR 
•   have at least one (1) year working experience as a Community Health Aide or Health Attendant in Primary Health Care. 

Mental Health Aide (Certificate): Applicants must: 
•   hold at least a Secondary Education School Leaving Certificate; 
•   have attained CXC/GCE O’ Level pass in English Language; OR 
•   have at least one (1) year working experience as a Community Health Aide or Health Attendant in Primary Health Care. 

Family Nurse Practitioner (FNP) (MSc): Applicants must: 
•   be a Registered Nurse/Midwife, at the time of application, and have at least five (5) years clinical practice as a Registered Nurse; 
•   hold at least a Certificate/Diploma, or its equivalent, in Midwifery from an accredited institution AND 
•   have at least one (1) year working experience in Primary Health Care. 

Public Health (MSc & MPH): Applicants must: 
•   hold at least a first degree in Health Science, Biological Science, or Management Science from an accredited institution; OR 
•   be a Registered Nurse/Midwife at the time of application, and have at least one (1) year working experience in Primary Health Care. 

Diabetes Management/Diabetology (MSc): Applicant must: 
•   hold at least a first degree in Health Science, Biological Science from an accredited institution; OR 
•   be a Registered Nurse/Midwife and have at least three (3) years working experience in Primary Health Care; OR 
•   be a Registered Family Nurse Practitioner. 

Healthcare Science Audiology (MSc): Applicants must: 
•   hold at least a first degree in Health Science, Biological Science from an accredited institution; OR 
•   be a Registered Nurse/Midwife and have at least three (3) years working experience in Primary Health Care; OR 
•   be a Registered Family Nurse Practitioner. 

Psychiatric Nurse Practitioner (MSc): Applicants must: 
•   have a total of five (5) years post RN licensure/registration clinical practice as a registered nurse in an approved recognized agency, institution or organization where Primary, Secondary, Tertiary or Extended Health Care services are offered AND 
•   hold an undergraduate degree with not less than second class honors; OR
•   hold a graduate degree; OR 
•   hold technical and/or professional qualifications awarded by an approved body and currently hold a middle level position. 

Nursing Administration (MSc) Applicants must: 
•   hold registration/licensure as a Midwife AND 
•   have a total of five (5) years post RN licensure/registration clinical practice as a registered nurse in an approved recognized Institution offering Primary, Secondary, Tertiary or extended care services AND 
•   hold an undergraduate degree with not less than second class honors; OR 
•   hold a graduate degree; OR 
•   hold approved technical and/or professional qualification awarded by an approved body and currently holds a middle management level position. 

Health Administration (MSc) Applicants must: 
•   hold a Bachelor’s degree with at least second class honors from an accredited Institution in Administration, Social Science, Public Health or related field AND 
•   hold an approved technical and/or professional qualification awarded by an approved body and currently hold a middle management level position; OR 
•   have a total of five (5) years post RN licensure/registration clinical practice as a registered nurse in an approved recognized Institution offering Primary, Secondary, Tertiary or extended care services AND 
•   hold approved technical and/or professional qualification awarded by an approved body and currently hold a middle management level position. 

Pharmacy (AD): Applicants must: 
•   have attained at least five (5) CXC/GCSE O’ Level passes in Mathematics, English Language, Chemistry, Biology and Physics. 

Dental Hygiene (BSc): Applicants must: 
•   have attained at least five (5) CXC/GCSE O’ Level passes at the General Proficiency level including English Language, Mathematics, Biology, Chemistry or Physics, OR hold other equivalent qualifications in Health/Science; 
•   hold a Dental Assistant Certificate. 

Nutrition and Dietetics (AD): Applicants must: 
• have attained at least five (5) CXC/GCSE O’ Level passes; OR 
• have at least three (3) years’ working experience in Primary Health Care. 


Public Health (MPH) – Environmental Health: Applicants must: 
•   hold a first degree in Environmental Health or Public Health from an accredited institution; OR 
•   hold an Associate Degree or equivalent in Environmental Health or Public Health with at least one (1) year working experience in Environmental Health or a related field; OR 
•   hold relevant professional qualifications at the graduate or post-graduate level. 

Public Health (BSc) – Environmental Health: Applicants must: 
•   hold an Associate Degree or equivalent in Environmental Health, Public Health or equivalent in a related area; OR 
•   hold a Certificate in Environmental Health from an accredited institution AND 
•   have attained at least five (5) CXC/GCSE O’ Level passes at the General Proficiency level including English Language and Mathematics with at least one (1) year working experience in Environmental Health or a related field. 

Environmental Health (BSc): Applicants must: 
•   hold an associate degree in Environmental Health, Public Health or other relevant area; OR 
•   hold a certificate in Environmental Health from an accredited institution AND 
•   have attained at least five (5) CXC/GCSE O’ Level passes at the General Proficiency level including English Language and Mathematics with at least (1) year working experience in Environmental Health or a related field. 

Environmental Health (Diploma)/ (AD): Applicants must: 
•   hold a certificate in Environmental Health from an accredited institution AND 
•   have attained at least five (5) CXC/GCSE O’ Level passes at the General Proficiency level including English Language and Mathematics with at least six (6) months working experience in Environmental Health or a related field. 

Environmental Health Engineering (MSc): Applicants must: 
•   hold a first degree, or its equivalent, in Environmental Health or Public Health from an accredited institution; OR 
•   hold an Associate Degree or equivalent in Environmental Health, Public Health or equivalent in a related area with at least four (4) years working experience in Environmental Health

Meat Hygiene/Food Hygiene (Diploma): Applicants must: 
•   hold a first degree or a diploma in Environmental Health or Public Health; OR 
•   hold a certificate in Environmental Health from an accredited institution with at least two (2) years working experience in Environmental Health or a related field. 

Public Health- Health Promotion (MSc): Applicants must: 
•   hold a first degree with at least a second class honours in Environmental Health, Social Sciences, Teaching, Public Health, Community Work or International Development; OR 
•   hold an Associate Degree or equivalent in Environmental Health, Public Health or relevant area with at least four (4) years working experience in Environmental Health, Public Health or other relevant field 

Clinical Psychology (MSc) Applicants must: 
•  hold a Bachelor’s degree with at least second class honours in Psychology or related field from an accredited University AND 
•  hold evidence of completion of core psychology course including General Psychology, Abnormal Psychology, Experimental Psychology, and Statistics. 

Project Management (Certificate): This programme targets Heads of Departments within the Ministry of Health, Wellness, Human Services and Gender Relations.

Deadline to submit completed applications is no later than 4:30 p.m. on Friday 26th June 2015.

Please note that applicants must attach documentary proof that they have applied to an accredited educational institution.  This could either be a copy of the application submitted to the institution or letter of acceptance from the institution.
