- The Government of Commonwealth of Dominica (GoCD) has received financing from the World Bank Group towards the cost of the Caribbean Digital Transformation Project -Dominica and intends to apply part of the proceeds toward payments under the contract for Procurement of Hardware Equipment and Supplies for Health Management and Information Systems.
- The Project Implementation Unit of the Caribbean Digital Transformation Project, Ministry of Public Works, Public Utilities, and the Digital Economy–now invites sealed Bids from eligible Bidders for the Procurement of Hardware Equipment and Supplies for Health Management and Information Systems. The Operational Acceptance should be achieved within the period of three (3) months plus an additional 36 months for Operational and Maintenance Warranty from the contract effective date.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 3.14 and 3.15 setting forth the World Bank’s policy on conflict of interest.
4. Interested eligible Bidders may obtain further information from the Caribbean Digital Transformation Project-Project Implementation Unit, Ministry of Public Works, Public Utilities and the Digital Economy, Dr. Jermaine Jewel Jean-Pierre on email address: dtpuprocurement@dominica.gov.dm with a copy to jeanpierrej@dominica.gov.dm during office hours 8:00 a.m. to 5:00 p.m. on Mondays and 8:00 a.m. to 4:00 p.m. on Tuesdays to Fridays, at the address given below.
5. A complete set of bidding documents in English may be obtained by interested eligible Bidders on the following websites: https://dominica.gov.dm/vacancies and http://cardtp.gov.dm/procurement-activities. Interested eligible bidders will be responsible for consulting these webpages to see if clarifications, amendments to the bidding document or minutes of the Pre-Bid Meeting have been issued.
6. Bids must be delivered either by hand or courier to the address below in para. 9 on or before August 12, 2025 at 10:00 AM Eastern Caribbean Time. Electronic Bidding WILL NOT be permitted. LATE BIDS WILL BE REJECTED. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below stated in para. 9 or via videoconferencing platform - Zoom on August 12, 2025 at 10:15 AM Eastern Caribbean Time. Zoom link for the Bid Opening is provided in ITB 25.1 of the Bid Data Sheet.
7. All Bids must be accompanied by a Bid Security of US$60,000.00 using the Bid Security Guarantee form in the Bidding Document.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
