Saint Lucia has received financing from the International Development Bank and the Strategic Climate Fund towards the Disaster Vulnerability Reduction Project (DVRP) and intends to apply part of the proceeds for consulting services to prepare detailed designs for drainage investments in Gros Islet, South East Castries in particular Bexon / Marc, Castries and selected areas in the Marchand Community, Anse La Raye, Canaries, Soufriere, Micoud South and Dennery.

The consulting services (“the Services”) include undertaking Site reconnaissance, stakeholder meetings and consultations to identify existing problems and scope of works and associated environmental and social impacts that may need to be addressed, preparation of preliminary design options and detailed designs designs (technical information, bill of quantities and drawings) of the selected options based on sustainable engineering solutions utilizing methods such as bioengineering solutions, gabion structures, reinforced concrete structures, lined and unlined drainage systems and use of geotextiles. 

The Consultancy shall be conducted over seventy-five (75) working days over period of four months.

The Department of Economic Development, Transport and Civil Aviation now invites eligible Individual Consultant (“Consultant”) to indicate their interest in providing the Services for the following packages

• LOT 1 –  Gros Islet
• LOT 2 – South East Castries in particular Bexon / Marc, Castries and selected areas in the Marchand Community
• LOT 3 – Anse La Raye, Canaries and Soufriere
• LOT 4 – Micoud South and Dennery

The Department of Economic Development, Transport and Civil Aviation now invites eligible Individual Consultants (“Consultant”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (Curriculum Vitae, description of similar assignments, experience in similar conditions, clients’ references etc). Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.

The Consultant must have the following minimum qualifications

• Bachelor’s Degree in the discipline of Civil/Structural Engineering.
• At least 15 years of working experience in civil engineering/ structural.
• At least five years’ experience in design of works of a similar nature.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultants (IC) method in accordance with the procedures set out in the World Bank’s   Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 (“Consultant Guidelines”).
